RESOLUTION NO. 5687 -
A RESOLUTION GRANTING PERMIT UNDER SECTION 14-156(17) OF THE
ST. LOUIS PARK ORDINANCE CODE RELATING TO ZONING TO PERMIT A
RESTAURANT CLASS II FOR PROPERTY LOCATED IN THE B-2, BUSINESS,
DISTRICT AT 4001 HIGHWAY 7
BE IT RESOLVED BY the City of St. Louis Park:
Findings
1. Sambo's Restaurants, Inc., has made application to the City Council for
a special permit under Section 14-156(17) of the St. Louis Park Ordinance Code for
the pilrpose of permitting a Class II restaurant located at 4001 Highway 7 for the
legal description as follows, to -wit:
that part of Lot 10, Block 3, lying southerly of the southerly
right-of-way line of State Highway 7 as now located and traveled;
Lots 11 through 15 inclusive, Block 3; that part of Lots 16 through
19 inclusive, Block 3 lying easterly of a line parallel with and
200 feet west of the east line of Block 3; that part of Lots 20
and 21, Block 3, lying easterly of a line parallel with and 200
feet west of the east line of Block 3 and southerly of the southerly
right-of-way line of State Highway 7; that part of adjoining alley,
vacated, lying northerly of the easterly extension of the south
line of Lot 16, Block 3 and southerly of the southerly right-of-
way line of State Highway 7; all in Calhoun Lake Side Park.
2. The City Council has considered the advice and recommendation of the
Planning Commission (Case No. 77 -6 -SP) and the effect of the proposed Class II
restaurant on the health, safety and welfare of the occupants of the surrounding
lands, existing and anticipated traffic conditions, the effect on values of
properties in the surrounding area and the effect of the use on the Comprehensive
Plan.
3. The Council has determined that the Class II restaurant will not be
detrimental to the health, safety or general welfare of the community nor will it
cause serious traffic congestion nor hazards, nor will it seriously depreciate
surrounding property values, and the proposed Class II restaurant is in harmony with
the general purpose and intent of the Zoning Ordinance and the Comprehensive Plan.

Conclusion
The special permit to permit a Class
restaurant
subject toctheofollowingdescribed is
granted based on the findings set forth above
conditions:
a. The site shall be developed, used and maintained in accordance
with the following exhibits received by the Planning
Sheet C-3;
Department January 11, 1977: Exhibit A, Site Plan,
Exhibit B, Landscape Plan, Sheet C-5; Exhibit C, Floor Plan,
Sheet A-1; Exhibit D, Elevation Plans, Sheet A-2/and A-3.
b. The doors on the south side of the refuse room shall be of
.metal, fireproof construction and not more than six feet in
width.
c. All improvements including buildings, curbing, parking lot
paving and striping, and landscaping shall be completed by
July 1, 1978.
