RESOLUTION REQUESTING HENNEPIN COUNTY TO INSTALL
INTERSECTION CONTROLS AT CEDAR LAKE ROAD (CSAH 16) AND
VIRGINIA AVENUE IN ST. LOUIS PARK
WHEREAS, Cedar Lake Road (CSAH 16) is under the jurisdiction
of Hennepin County, and
WHEREAS, Cedar Lake Road intersects with Virginia Avenue,
which is the only north -south connection in this area of the City
between Louisiana Avenue and County Road 18 and serves as a major
pedestrian'and bicycle crossing to provide access to schools and
community facilities, and
WHEREAS, recent County surveys have shown that Cedar Lake Road
carries in excess of 9,000 vehicles per day and Virginia Avenue
carries in excess of 3,000 vehicles per day, and _--
WHEREAS, there are no intersection controls along Cedar Lake
Road between Louisiana Avenue and County Road 18, and
WHEREAS, from 1974 to 1976 there have been 8 reported accidents
at the intersection of Cedar Lake Road and Virginia, and
WHEREAS, on many occasions the City has requested that Hennepin
County install intersection controls at this location, and
WHEREAS, the City Council and staff members have met with County
representatives and submitted numerous written requests for installation
of controls, and
WHEREAS, Hennepin County, following each request, has indicated
i that its studies do not show that intersection controls are warranted
at this location and has declined installation of same, and
WHEREAS, the intersection of Virginia Avenue and Cedar Lake Road
is a continuing hazard to the safety and welfare of both pedestrian and
vehicular traffic in St. Louis Park.
THEREFORE BE IT RESOLVED, by the City Council of St. Louis
Park that Hennepin County is hereby again requested to install
needed intersection controls at Virginia Avenue and Cedar Lake Road
to provide for improved pedestrian and vehicle safety at that location.
