RESOLUTION NO. 5647
A RESOLUTION GRANTING PERMIT UNDER SECTION 14-146(2)
OF THE ST. LOUIS PARK ORDINANCE CODE RELATING TO
ZONING TO PERMIT AN ART GALLERY AND STUDIO FOR
PROPERTY LOCATED IN THE R -B DISTRICT AT 6111 EXCELSIOR
BOULEVARD
BE IT RESOLVED BY the City Council of the City of St. Louis Park:
Findings
1. Russell H. and Elayne Lindberg have made application to the City
Council, for a special permit under Section 14-146(2) of the St. Louis Park
Ordinance Code for the purpose of establishing an art gallery and studio and
retaining office space on the second floor for property located at 6111
Excelsior Boulevard having the following legal description:
all that part of Lot 1, Block 9, Brookside, lying north
of the south 80 feet thereof, and the north 40 feet of
the south,80 feet of Lot 1, Block 9, Brookside.

2. The City Council has considered the advice and recommendation of
the Planning Commission (Case No. 76 -81 -SP) and the effect of the proposed
art gallery and studio on the health, safety and welfare of the occupants of
the surrounding lands, existing and anticipated traffic conditions, the effect
on talues of properties in the surrounding area and the effect o'' the use on
the Comprehensive Plan.
3. The Council has determined that the art gallery and studio will not be
detrimental to the health, safety or general welfare of the community nor will
it cause serious traffic congestion nor hazards, nor will it seriously depreciate
surrounding property values, and the proposed art gallery and studio is in
harmony with the general purpose and intent of the Zoning Ordinance and the
Comprehensive Plan.
Conclusion
The special permit to permit an art gallery and studio is granted based on the
following conditions:
1. The site be developed, used and maintained in accordance with
Exhibit A, Site Plan/Landscape Plan as modified by the City
Planning Department on November 9, 1976.

2. All of the areas of parking lot abutting landscaping shall be
improved with concrete curbing, and said curbing shall he
,backfilled with dirt and landscape materials.
3. A fence 3.5 feet in height shall be constructed along the
east side of the property line from the south edge of the
southerly curb to a point 37 feet south thereof. At the
time the remainder of the parking lot is completed (the
southerly 55 feet of the lot), a 6 -foot -high fence shall
be constructed along the rear lot line, and the 3.5 -foot
fence extended along the east lot line.
4. One free-standing sign 60 square feet per side may be
permitted on the site, and not more than 60 square feet of
sign area may be permitted on the front of the building.
No rooftop signs shall be permitted.
5. All improvements required in this resolution including
curbing, paving and landscaping shall be completed by
July 15, 1977.
