HomeMy WebLinkAbout5642 - ADMIN Resolution - City Council - 1976/11/15RESOLUT TON NO. 5642 RI:SOLIJTION CALLING FOR A STUDY OF LIQUOR LICENSE , POLICY AND DECLARING A MORATORIUM oN TUE ISSUANCE OF ON -SALE LIQUOR LICENSES WIIEREAS;. the City Council has a continuing responsibility to review existing policies with regard to liquor licensing, and WHEREAS, the City of St. Louis Park has Licenses remnitiiiij unissued, the City has no obligation to issue these licenses except at the dis.retion of the City Council, the Council has a responsibility to exercise fairnegs to nppiicnntq and'must protect the welfare and safety oL its citizens, and WHEREAS, there is a lack of direction with regard to the intensity of the investigation to be conducted into the background of applicants, and WHEREAS,,present planning policy does not give consideration to the question of licensed locations, and WHEREAS, the -City may expect that remaining licenses will be used as objects of Sp'ecula'tion by applicants. THEREFORE BE IT RESOLVED by the City Council of St. Louis Park that: '1. The City Council should study the problems of processing applications for liquor licenses; 2. The Council should study the question of the remaining licenses with a view to establishing a positive planning policy tor their issuance; 3. The Council study should be done through a re -appointed liquor license committee of the Council; 4. In order to facilitate an objective study of these problems free from the pressure of pending applications, the City Council declares a moratorium on granting public hearings �n issuing liquor ltrcnsos ('r issuing liquor licenses until the City Manager is further directed to receive applications, (except applications filed prior to November 15, 1976) and directs the City Manager not to issue application forms of accept further applications.
