RESOLUTION NO. 5596
RESOLUTION URGING HENNEPIN COUNTY
TO ADOPT A POLICY OF REDUCING PROPERTY TAXES
WHEREAS, increased demands for public services, spiraling costs and
limited financial resources have had a substantial impact on local govern-
ments, and
WHEREAS, it is incumbent upon all units of government to provide
essential services at minimum cost to the taxpayers and hold expenditures
consistent with the public's ability to pay, and
WHEREAS, only through sound fiscal policies, economies in operation
and increased efficiency and productivity will local units of government
continue to maintain necessary services without placing an undue tax burden
on property taxpayers, and

WHEREAS, the City of St. Louis Park has continually strived to stabilize
its tax rate and maintain a balanced budget while still meeting the needs of
its citizens; and
WHEREAS, by sound fiscal management the City of St. Louis Park has
reduced its property taxes for the past seven years even though costs of
operation have increased and added legislative mandated costs have been
imposed, and
WHEREAS, the City calls upon all other units of government that levy
taxes upon St. Louis Park citizens to restrict their expenditures and
recognize the impact of escalating property taxes in all segments of the com-
munity, particularly the very young families and the elderly with fixed
incomes, and
WHEREAS, the Hennepin County Board of Commissioners is considering its
1977 budget which proposes a substantial property tax increase on the residents
of St. Louis Park and throughout Hennepin County, and
WHEREAS, it is imperative that Hennepin County develop new sources of
revenue, maximize utilization of its personnel and implement innovative and
economic methods of operation to reduce its reliance on property tax resources,
THEREFORE BE IT RESOLVED by the City Council of the City of St. Louis
Park that Hennepin County Board of Commissioners be urged to commit itself to
a policy of reducing the property tax burden on its residents and reevaluating
its methods and role of providing public services; and
BE IT FURTHER RESOLVED that Hennepin County join with the City of
St. Louis Park in its objective of limiting public expenditures.
