HomeMy WebLinkAbout5516 - ADMIN Resolution - City Council - 1976/05/05t 1 RESOLUTION NO. 5516 A RESOLUTION APPROVING, WITH CONDITIONS, THE HENNEPIN COUNTY TRANSPORTATION SYSTEM STUDY DRAFT FINAL REPORT WHEREAS, the Hennepin County Department of Public Works has conducted a Hennepin County Transportation System Study and produced a draft final report, and WHEREAS, the draft final report is a guide for the future roadway system under County jurisdiction and contains recommendations, and WHEREAS, the draft final report was reviewed by the City Council, and the City's Planning Commission, Streets and Highways Committee, and Community Relations Commission, and WHEREAS, the City submitted written questions to the County concerning the draft final report, and such questions were responded to by the County indicating its agreement and willingness to change the draft final document, and WHEREAS, the draft final report and the issues and concerns of the City were discussed with representatives of Hennepin County on April 26, 1976, THEREFORE, BE IT RESOLVED that the City of St. Louis Park hereby accepts the Hennepin County Transportation System Study Draft Final Report in concept and as a guide for future roadway systems in Hennepin County, provided the final report is modified and used taking into account the following: 1. That the City's acceptance of the plan represents a general endorsement of the concept plans presented and is not approval of the individual jurisdictional changes recommended, which would require a separate resolution. 2. Acceptance of the report lends support and verifies the need for major transit improvements, including support of a transit facility on an exclusive right-of-way along the southwest corridor. 3. At such time as County Road 18 is actively considered for jurisdicational change or transfer to the State, the City will be informed and become an involved party to such consideration due to its concern relative to the effects of this transfer on West 16, West 22 and West 23 Streets, Cedar Lake Road and at other intersections and interchanges. In addition, the City is concerned about the design and completion of County Road 18 south of Minnetonka Boulevard and maintains its position relative to design and access locations, including the provisions for pedestrian crossing and aesthetic noise barriers. 4. Prior to a jurisdictional change of Cedar Lake Road, roadway improve- ments, especially the_upgrading and interchange construction necessary between Trunk 'Highway 100 and approximately Zarthan Avenue, will be approved and funded. 5. With respect to trip -volumes, trip length, mobility, frequency of land access to individual properties and its right-of-way characteristics, the City does not support the widening of Minnetonka Boulevard, to increase overall capacity, but does favor limited intersection improvements to alleviate congestion, improve safety and increase capacity at selected intersections. 6. Since suburban areas with a substantial area, population and employment would,under certain circumstances, be the proper jurisdiction for some minor arterial streets, Figure 4 on Page 16 be revised to indicate that the jurisdictional classification for minor arterials be extended to include municipalities; and that because of trip volume, design with respect to accessibility and access to property, Louisiana Avenue be retained as a minor arterial on the recommended system with the jurisdiction to be municipal. 7. West 36th Street be shown as a collector street extending from the Intersection of Wooddale and 36th Street to Axford and from Oxford to Meadowbrook Road, as discussed and as agreed to by the staff of Hennepin County. 8. The alignment of Walker near the intersection of Louisiana Avenue be adjusted to reflect the location as shown on the City's current adopted Comprehensive Plan, as agreed to by the staff of the County. 9. The Vernon Avenue ringroad be shown which provides for a ringroad along Vernon or Zarthan from Highway -12 to Highway 100 near 23rd Street, as agreed to by the County staff. 10. The County will participate in the construction of bikeways on County roadways generally in accordance with the cost sharing table as shown on page 36 of the report. 11. The County will share in the construction costs of the sidewalks to be at least 50 percent. -2- 1 12. The City supports the recommendation as contained on page 31 relative to the County sharing in the local share of improvements adjacent to County roads related to shelters, park-and-ride lots, and bus stations.
