A RESOLUTION GRANTING PERMIT UNDER SECTION 6:176.3
OF THE ZONING ORDINANCE TO PROVIDE FOR AN INDUSTRIAL
DEVELOPMENT UNIT OF FOUR OFFICE BUILDINGS LOCATED
• IN THE 1-2 INDUSTRIAL DISTRICT ON PROPERTY
BOUNDED BY GAMBLE DRIVE, VERNON AVENUE, CEDAR LAKE
ROAD AND THE BURLINGTON NORTHERN SPUR TRACK
BE IT RESOLVED BY the City Council of the City of St. Louis Park:
Findings
1. MEPC American Properties, Inc., has made application to the City Council
for a special permit under Section 6:176.3 of the Zoning Ordinance for the purpose
of providing for an Industrial Development Unit consisting of four office buildings
for the property legally described as follows:
All that part of the South 1/2 of the South 1/2 of the Southwest Quarter of
Section 30, Township 29 North,Range 24 West, Hennepin County, Minnesota
lying Northerly of the Northerly right-of-way line of Cedar Lake Road;
lying Easterly of the Easterly right of way line of Vernon Avenue; lying
Southerly of a line drawn parallel with and 66 feet Southerly,neasured at
right angles, from the following described line: Beginning at a point in
the West line of said Section 30, which point is 200 feet south of the North
line of said South 1/2 of the Southwest Quarter of Section 30, as measured
at right angles to said North line, thence running S 0° 40' 40" E along said
West line of Section 30 a distance of 258.6 feet to the actual point of be-
ginning of the line to be described, thence running N 89° 19' 20" E a dis-
tance of 680.10 feet, more or less, to a point in the Southerly extension of
the West line of Registered Land Survey No. 864, files of the Registrar of
Titles, County of Hennepin, said point being 424.97 feet South of the South-
west corner of said Registered Land Survey No. 864 as measured along said
Southerly extension, and there terminating: and lying Westerly of the following
described line: Beginning at a point in the Southerly extension of the West
line of said Registered Land Survey No. 864, said point being 424.97 feet
South of the Southwest corner of said Registered Land Survey No. 864 as
measured along said Southerly extension, thence running S 89° 19' 20" W a
distance of 7.12 feet to the actual point of beginning of the line to be
described, thence running S 0° 35' 39" E a distance of 704.77 feet, more or
less, to a point in said Northerly right of way line of Cedar Lake Road and
there terminating. For the purpose of this description said Southerly exten-
sion of the West line of Registered Land Survey No. 864 is considered to be a
line bearing North.

2. The City Council has considered the advice and recommendation of the
Planning Commission (Case No, 75 -62 -SP) and the effect of the proposed use on the
health, safety, and welfare of the occupants of the surrounding lands, existing
and anticipated traffic conditions, the effect on values of properties in the
surrounding area and the effect of the use on the Comprehensive Plan,

to the health, safety, or general welfare of the community nor will it cause
serious traffic congestion nor hazards, nor will it seriously depreciate surrounding
property values, and the proposed modifications to the use are in harmony with the
general purpose and intent of the Zoning Ordinance and the Comprehensive Plan.
Conclusion
The special permit to permit an Industrial Development Unit consisting of four
office buildings is granted based on the findings set forth above and subject to
the following conditions:
1 The site be developed, used, and maintained in accordance with
Exhibit "A," Survey; Exhibit "6," Site Plan; Exhibit "C," Landscape
Plan; Exhibit "D," Ground Floor and Elevations; Exhibit "E," First
Floor and Side Elevations; Exhibit "F," Second Floor and Side Elevation;
Exhibit "G," Phase I Development Plan; except as modified by the
following conditions:
a, A Utilities Plan shall be prepared for the entire site which shall
be labeled Exhibit "H," Utilities Plan, and said plan shall be approved
by the Director of Public Works before any building permits are issued
for the site as described above.
Attest:
b The roof top equipment penthouse shall be completed with metal insu-
lated panels identified as INRYCO wall system IW -31A.
c. Pedestrian access shall be provided from the central courtyard
area to Gamble Drive and to Cedar Lake Road to facilitate drop off
and access to other areas within the development area.
d, Signs shall be restricted to name -plate signs properly integrated
within the architectural context of the building.
e The use of the site shall be limited to not more than 170,000 square
feet of office and 17,000 square feet of retail sales and service.
f. All construction, buildings, parking areas, landscaping, lighting,
pedestrian facilities, and plazas shall be completed by December 1,
1979.
