Beatrice Wyner has made application to the City Council for a special permit under Section 6:092.8 of the Zoning Ordinance for the purpose of permitting the conversion of a single-family home to an office for property located in the R-4 Multiple Family District for the legal description as follows: The West 672 feet of the East 8022 feet of the North 1622 feet of the Northwest 1/2 of the Southwest 1/4 of Section 5, Township 117, Range 21 2. The City Council has considered the advice and recommendation of the Planning Commission (Case No. 75 -70 -SP) and the effect of the proposed modifica- tions to the existing use on the health, safety, and welfare of the occupants of the surrounding lands, existing and anticipated traffic conditions, the effect on values of properties in the surrounding area and the effect of the use on the Comprehensive Plan. 3. The Council has determined that the modification to the existing use to permit an office will not be detrimental to the health, safety, or general wel- fare of the community nor will it cause serious traffic congestion nor hazards, nor will it seriously depreciate surrounding property values, and the proposed modifica- tions to the use are in harmony with the general purpose and intent of the Zoning Ordinance and the Comprehensive Plan. Conclusion The special permit to allow conversion of a single-family home to an office at the location described is granted based on the findings set forth above and subject to the following conditions: a) A parking lot for five vehicles be constructed in conformance with the Zoning Ordinance and said parking lot shall be com- pleted by May 1, 1976. b) The total sign area for the site shall not exceed six square feet and shall be limited to a nameplate sign. c) There shall be no retail sales or display on the site. d) There shall be no outside storage or display of goods or products of any kind, e) The house or garage_shall not be used for storage of new or used commercial products. f) The site shall be maintained free of litter.
