HomeMy WebLinkAbout5389 - ADMIN Resolution - City Council - 1975/10/20OCTOBER 20, 1975 8J RESOLUTION NO. 5389 A RESOLUTION URGING SUPPORT FOR CONTINUATION OF FEDERAL REVENUE SHARING WHEREAS, St. Louis Park, Minnesota, as well as all progressive local ,vernments, faces a continuing financial burden with urgent demand for asic public services without ample revenue -raising capacities, and WHEREAS, in October of 1972, Congress enacted the State and Local fiscal Assistance Act to distribute federal revenues to state and local )vernments, and WHEREAS, federal revenue sharing funds have provided the flexibility enable St. Louis Park and other State and local jurisdictions to nplement programs that are responsive to the needs of particular areas , herefore BE IT RESOLVED by the City Council of the City of St. Louis Park, innesota that its congressional representatives are hereby urged to upport and work for the re-enactment of federal revenue sharing legislation hat would provide for: (1) Continued automatic annual appropriations of federal tax revenues to local governments to help meet the local fiscal crisis; (2) Annual distribution to the states and municipalities according to a formula based primarily on population and need, together with consideration as to the local governments desire and actions to improve the quality of life for its citizens; (3) A mandatory and equitable "pass-through" of an increased amount of funds from each state to its local governments, sufficiently clarified to eliminate states from withholding funds to local governments due to individual state emphasis on special programs and improvement projects; (4) An end to restrictions on the use of the funds, including elimination of the provision that shared revenues cannot be used to obtain matching funds, provided they are utilized in keeping with a municipality's comprehensive financial and development plan, BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and irected to provide certified copies of the resolution to the senators nd representatives elected to represent the State of Minnesota and the ity of St. Louis Park.
