RESOLUTION NO. - I
RESOLUTION OF OPPOSITION TO STATE
REGULATION OF CABLE TELEVISION
WHEREAS, Senate File 1233 (H.F. 1310) provides for the establishment
of a State Commission on Cable Communication with extensive regulatory
powers; and
WHEREAS, the development of cable communications represents a
significant opportunity for municipalities to influence the growth
of a peculiarly local form of communications, and
WHEREAS, the development of cable communication is being comprehensively
considered by municipalities both singly and cooperatively in efforts
to fully anticipate the potentials and problems of cable communications,
and
WHEREAS, the assumption of cable regulatory powers by the State
of Minnesota will be an expensive duplication of regulation and will
stifle the experimentation for development.of cable communications by
application of uniform standards, and
WHEREAS, the assumption of cable regulatory powers by the State
of Minnesota causes a further reduction in the ability of people to
retain home rule and a significant level of government responsiveness,
therefore
BE IT RESOLVED that the St. Louis Park City Council requests the
City's Senator and Representatives to oppose the adoption of the above
bills and to actively work for the retention of municipal home rule
in this critical area.
