HomeMy WebLinkAbout4739 - ADMIN Resolution - City Council - 1973/01/29ORIGINAL JANUARY 29, 1973 7H RESOLUTION NO. 4739 RESOLUTION REQUESTING LEGISLATION BENEFICIAL TO THE CONCEPT OF "HONE RULE" WHEREAS, the St. Louis Park City Council, in the conduct of its municipal operations, has recognized certain deficiencies and limitations in the process avail±le to it, and WHEREAS, the Council opposes any legislation which would reduce "home rule" in local government affairs and supports many bills which favor the concept, and WHEREAS, numerous bills before the state legislature in 1973 could seriously affect the concept of "home rule", therefore BE IT RESOLVED that the City Council of the City of St. Louis Park urges its legislators to work diligently for the adoption of the following items: 1) Permit municipalities to license annually all advertising billboards and signs of identification within their jurisdiction. 2) Allow municipalities to regulate the operation/use of snowmobiles within their jurisdiction if the community finds such regulation necessary for the protection of its citizenry. 3) That municipalities be allowed to dispose of towed vehicles and other lost/found properties within shorter periods of time, without loss of costs. 4) Permit local authorities to select their "official newspaper" dependent upon circulation numbers and availability within the community. 5) That the voter registration law be amended to allow municipalities to use a certified voter list in lieu of the presently required duplicate registration files. 6) Require State/County to pay the cost of relocation utilities located on City right-of-ways used for State/County purposes. 7) Legislation to increase the options, resources, and aids available to local governments and counties to be used for the development of open space and trails systems. C) Permission for municipalities to take a yearly census of population and recognition of the results as official for all purposes within the State of Minnesota. 9) Provision in contract laws to allow municipalities to place liquidated damages/penalties in their contracts in lieu of existing law that requires actual "proven" damages before such penalties can be charged. 10) Require that condemnation commissioners be qualified appraisers and that a set of rules and regulations be established placing restrictions on charges levied and time spent by the above-named commissioners.
