JANUARY 15, 1973 11B 4727 RESOLUTION REQUESTING CONSIDERATION OF DELETING THE PROPOSED BUSWAY ON I-394 BY THE STATE HIGHWAY DEPARTMENT WHEREAS, it appears that the question of how the transportation needs of St. Louis Park, the western metro -area, and the 1-394 study area can best be met giving optimum locations to transit facilities as well as highway facilities is not being properly addressed by the present I-394 study, and WHEREAS, it is the opinion of the City Council of the City of St. Louis Park that consideration must be given to serving the needs of suburban residents as well as ensuring that the transit lines developed in this area fit within the plans of the Metropolitan Transit Commission and the City of Minneapolis subway plans, and WHEREAS, the present market and much of the future potential for transit within the study are centered in the more southern parts of St. Louis Park, southwest Minneapolis, and Hopkins, and WHEREAS, the construction of a busway on 1-394 makes it far less likely that a southwest and northwest transit facility will ever be built even though they offer far more future potential, and UHEREAS, the proposed busway crowds the 1-394 right-of-way to the point that local community goals cannot be met and many far reaching negative factors such as, one-way service roads requiring an over abundance of overpasses, lack of service roads to certain areas, a need for upgrading many local streets to serve as bus and highway feeders emerge as a result, and WHEREAS, it appears that there is a distinct possibility that this one right-of-way is being utilized to do too much in solving the trans- portation plans of the western metro area without proper consideration for the most effective location for transit, therefore BE IT RESOLVED by the City Council of the City of St. Louis Park that the State Highway Commission give serious consideration to these concerns in preparing another 1-394 preliminary layout eliminating the busway and giving more emphasis to meeting abutting community goals and that the long-range transit study should be adjusted to include more study of the southwest transit corridor either in terms of a subway or utilizing present rail or highway right-of-way.
