RESOLUTION NO. 4682
RESOLUTION APPROVING PRELIMINARY PLANS
FOR C.S.A.H 18 AND T. H. 7
WHEREAS, the Commissioner of Highways has prepared preliminary plans
for the improvement of a part of Trunk Highway Number 12, renumbered as
Trunk Highway No. 7 within the corporate limits of the City of St. Louis
Park from the S. Corporate Limits to C.S.A.H. 5; and
WHEREAS, said preliminary plans are on file in the office of the
Department of Highways, Saint Paul, Minnesota, being marked, labeled,
and identified as Layout No. 11C, S.P. 2706-55(7=12) and Co. Proj.
6706 from 2nd Street North to C.S.A.H. 5; and
WHEREAS, copies of said preliminary plans as so marked, labeled,
and identified are also on file in the office of the St. Louis Park
City Clerk; and
WHEREAS, the term "said preliminary plans" as hereinafter used
in the body of this resolution shall be deemed and intended to mean,
refer to and to incorporate the preliminary plans as in the foregoing
recitals particularly identified and described, therefore
BE IT RESOLVED by the City Council of the City of St. Louis Park
that said preliminary plans for the improvement of Trunk Highway Number
12 renumbered Trunk Highway Number 7 and C.S.A.H. 18 from C.S.A.H. 5
to 2nd Street North within the limits of the City of St. Louis Park
be and hereby are approved with the condition that final plans will
not be approved unless complete and detailed solutions and/or resolutions
to the conditions set forth are received and determined to be
satisfactory to the Council from the Hennepin County Highway Department
to the following questions:
1. Does the County intend to coordinate construction to
provide for the City's proposed separated pedestrian
link from the Target-Knollwood area to the Greenhills
area, the area in St. Louis Park east of the Knollwood
Addition? If so, how and where?
2. Will the final plans of the proposed highway accommodate
extension of the necessary city utilities to the undeveloped
property within St. Louis Park but located west of the
proposed alignment? How will this be accomplished?
3. Because of the elevation of the proposed highway and the
appearance of such facilities, the view should be screened,
buffered and noise and air pollution minimized to the extent
possible consistent with sound planning for such facilities.
Inasmuch as a planned residential development of relatively
moderate density is contemplated in the area west of the
alignment, creativity and emphasis on screening and
pollution abatement techniques are required. How does
the Highway Department plan to accomplish this?
4. Is protection of Minnehaha Creek during construction to
be required and how will it be accomplished?
5. What are the exact plans for utilization of excessive
or needless county land in and around Minnehaha Creek?
Will the County be willing to pursue land use in
accordance with City's Comprehensive Plan?
6. Will access from the proposed highway and West 36th Street
to the area (referred to as Greenhills) be provided
and coordinated with the proposed highway? How?
