HomeMy WebLinkAbout4668 - ADMIN Resolution - City Council - 1972/10/16ORIGINAL RESOLUTION NO. 4668 A RESOLUTION AMENDING THE SPECIAL ASSESSMENT POLICY INVOLVING PAVING, CURB AND GUTTER AND ALLEY PAVING BE IT RESOLVED bj the City Council of the City of St. Louis Park that Resolution Number 4497 is amended to read as follows: 1. Commencing with projects to be specially assessed which are ordered to be constructed August 1, 1972, and thereafter, the per front foot cost for paving, curb, and gutter projects shall be $9. 00 in order to more adequately reflect the cost to the City for these improvements, except as provided below. 2. Commencing with projects to be specially assessed which are ordered to be constructed January 1, 1973, and thereafter, the per front foot cost for paving, curb and gutter projects shall be, beginning with a per front foot cost of $9. 00 in 1972 and adding annually thereto, the actual percentage increase of the total per front foot cost of projects over and above the costs experienced in the preceding year's projects. Such cost increases to be computed annually as of January 1st of each year. 3 a. Standard Blocks. A11 paving, curb and gutter projects, for which no assessment has been approved prior to May 1, 1972, the corner lot shall be ' charged 25% of the side street improvement cost. The remaining 75% of the side street improvement cost shall be charged equally on a front foot basis to all frontage, from the corner midway to the next intersection. The 75% balance is described to be the indirect benefit. b. Non-standard Blocks. The Assessor, in spreading the assessment in the following situations may deviate from the Council's formula in spreading the cost to the extent that benefits assessed are in proportion to benefits received for each type of improvement and equitably compare with assessed properties in the improvement project: (1) Where platting is irregular, including metes and bounds described properties, (2) In circumstances where subdividing has caused a rearrangement at the end of the block, (3) Where lots or building sites front on a side street contrary to the regular grid platting, (4) In circumstances where the distance between two corner lots is 300 feet or less, J (5) Where "T" alleys involve lots having the depth of lot adjacent to the bottom side of the cross "T". 4. All storm sewer projects, for which no assessment has been approved prior to May 1, 1972, shall not have previous storm sewer assessments credited to the present storm sewer assessment if such prior assessment was made prior to January 1, 1950.
