LOUIS PARK ZONING ORDINANCE FOR OUTDOOR SALES AND DISPLAY OF HORTICULTURAL PRODUCTS AT 4631 EXCELSIOR BOULEVARD, FARMER SEED AND NURSERY CO. WHEREAS, application has been made to the City Council by Farmer Seed and Nursery Co. for permit under Section 6:122.6 of the St. Louis Park Zoning Ordinance for the following purpose: Outdoor sales and display of horticultural products at the following location, to -wit: 4631 Excelsior Boulevard Lots 15 and 16, Block 3, Minikanda Vista WHEREAS, the Council has considered the advice and recommendation of the Planning Commission (Case No. 71-53-S.P.) and the effect of the proposed use on the health, safety and welfare of the occupants of the surrounding lands, existing and anticipated traffic conditions, including parking facilities on adjacent streets, and the effect on values of properties in the surrounding area, and the effect of the proposed use on the Comprehensive Plan, therefore BE IT RESOLVED by the City Council of the City of St. Louis Park that it is hereby determined that the said proposed use will not be detrimental to the health, safety or general welfare of the community nor will it cause serious traffic congestion, nor hazards, nor will it seriously depreciate surrounding property values, and the same is in harmony with the general purpose and intent of this ordinance and the Comprehensive Plan, and BE IT FURTHER RESOLVED that permit be hereby granted to the applicant for the purpose above set forth, subject, however, to the following conditions: 1. The site be used, developed and maintained in accordance with Exhibit "A", Site Plan; as modified by the City Planning Department on November 19, 1971. 2. The outside display area shall be installed adjacent to the east side of the building and shall be 13 feet wide and 64 feet in length for a total area of 832 square feet. 3. The display area shall be protected by a curb and shall be fenced with a six foot high chain link fence with a gate for outside access at the front and a gate for loading at the rear. 4. Concrete or asphalt curbing shall be placed along the edge of all landscaped areas shown on Exhibit "A" where they abut parking areas. 5. A 6 foot high 50% opaque fence shall be maintained along the south property line. 6. Eleven off street parking spaces shall be provided in accordance with Exhibit "A". 7. All outside sales, display, and storage shall be limited to the 332 square feet fenced display area as shown on Exhibit "A", Site Plan. 8. All improvements including landscaping, curbing, striping of parking stalls shall be completed by July 1, 1972. Adopted by the City Councilm. 15, 1972.
