RESOLUTION NO. 4408
RESOLUTION OF THE CITIZENS ADVISORY COMMITTEE ON 1-394
WHEREAS, the State Highway Department has caused to be formed a Citizens
Advisory Committee consisting of 24 delegates and alternate delegates to
provide citizen input into the planning of proposed Interstate 394, and
WHEREAS, the Committee has met with representatives of the State Highway
Department, thc. Metropolitan Transit Commission, the Contract Planners,
Howard, Needles, Tammen and Bergendoff and has reviewed variodS planning
studies and reports made available to it, and
WHEREAS, the Committee has concluded that a central agency should be
responsible for the establishment of objectives for,total transportation
systems required to serve the metropolitan area, and
WHEREAS, the study and planning of Interstate 394 has been primarily
centered in the State Highway Department, and
WHEREAS, the impact on affected communities demands a redirection of
the scope and orientation of the I-394 study program
NOW, THEREFORE, BE IT RESOLVED, that the Citizens Advisory Committee on
1-394 recommends to and urges the State Highway Department to permit the
Metropolitan Council to assume the position of primary responsibility for
planning and direction of the I-394 study and to establish a Project
Management Board on I-394, said Board to work in conjunction with organizations
which are currently involved with studying multi -modal transportation systems
for the western suburbs including the State Highway Department, the Metropolitan
Transit Commission and the Citizens Advisory Committee. The Project Management
Board should also include representation of the essential community components
of the Citizens Advisory Committee on I-394. The Metropolitan Council should
accelerate the 1-394 phase of the Transportation Systems Plan for inclusion
in Phase II study of the consultant to the Highway Department.
The functions of the Project Management Board would be to:
1. Redirect and expand the scope of the study of 1-394 to include
greater consideration of all feasible and anticipated transportation
modes.
2. Develop comprehensive objectives for the Western Transportation
Corridor designated and referred to as 1-394.
3. Implement in all planning of the transportation system for the
western suburbs the Criteria for Planning of New Transportation
System Components adopted by the Citizens Advisory Committee, a
copy of which is attached hereto as Exhibit "A".

CRITERIA FOR PLANNING OF NEW TRANSPORTATION
SYSTEM COMPONENTS - COMBINED AUTO AND TRANSIT
1. Projected utilization must warrant high priority for planning and funding.
2. Transit should be planned to carry at least 50 percent of the total
passenger movement during peak periods at initiation of project.
3. Projected auto and transit utilization should take into account the
minimization of dependency upon a given corridor which would be
obtained by dispersion of traffic along parallel and comparable
corridors which serve the same populations.
4. Decrease auto dependency for trips to the Central Business District
(CBD) by improved access to and marketability for transit.
5. Mid -point of adequacy of transportation facility to service its population
in an improved manner in terms of ease of movement and relief of burdens
of demand for auto dependency should be projected to 1995. A system
which is projected to be inadequate or to be projected to maintain the
current status quo by the time of its initiation should not be built.
6. Existing right -•of -way for primary traffic movement should be maintained
for combined traffic system components.
7. Disruption of all segments of existing communities within the right-of-
way must be minimized in order to maintain and improve community inter-
relationships. No community should be expected to "pay the consequences"
of a convenience for their neighbors thus asserting that transportation
facilities must serve all components of the larger community and must
provide improvement in terms of quality of transportation as well as
improvement in the physical effects of a transportation facility upon
the community through which it passes.
8. Noise, visual and biological effects of transportation vehicles (auto and
transit) in the new facility must be minimized and must represent a
significant improvement over existing systems. A transportation system
should represent an asset to the community through which it passes in terms
of its physical presences. Planning and design must assure that it will
be an asset.
9. Consideration of current plans and long range goals of communities involved
should be thoroughly investigated.
