LOUIS PARI: ZONING ORDINANCE FOR A 12 UNIT APARTMENT BUILDING IN THE R-4 (ONE TO ELEVEN FAMILY) DISTRICT AT 1423 HAMPSHIRE AVENUE SOUTH WHEREAS, application has bee made by Mark Z. Jones Assoc. for permit under Section 6:092.1 of the St. Louis Park Zoning Ordinance for the following purpose: to construct three story 12 unit apartment building at the following location, to -wit: Lots 20, 21, 22, 23, Richmond Addition at 1428 Hampshire Avenue South WHEREAS, the Council has considered the advice and recommendation of the Planning Commission (Case No. 71-75-S.P.) and the effect of the proposed use on the health, safety and welfare of the occupants of the surrounding lands, existing and anticipated traffic conditions, including parking facilities on adjacent streets, and the effect on values of properties in the surrounding area, and the effect of the proposed use on the Comprehensive Plan, therefore BE IT RESOLVED by the City Council of the City of St. Louis Park that it is hereby determined that the said proposed use will not be detrimental to the health, safety or general welfare of the community nor will it cause serious traffic congestion, nor hazards, nor will it seriously depreciate surrounding property values, and the same is in harmony with the general purpose and intent of this ordinance and the Comprehensive Plan, and BE IT FURTHER RESOLVED that permit be hereby granted to the applicant for the purpose above set forth, subject, however, to the following conditions: 1. The site shall be developed, used and maintained in accordance with Exhibit "A" Site Plan - Landscape Plan as revised November 17, 1971 by the Planning Department and signed by Mark Z. Jones; Exhibit i9B", Floor Plan; Exhibit "C" North and East Elevation Plan; and Exhibit "D"; South and Nest Elevation Plan. 2. A retaining wall and suitable screen shall be placed along the north line of the parking lot to prohibit automobile lights from shining into windows of the building to the north. • 3. The refuse container area designated as a concrete slab on Exhibit t1A" shall be enclosed with a 5 foot high wooden fence with appropriate gates for removal. 4.
