A RESOLUTION URGING THE STATE HIGHWAY DEPARTMENT
TO ABANDON THE PENDING 1-394 PROJECT AND SEEK
ALTERNATIVE SOLUTIONS TO THE TRANSPORTATION
PROBLEMS OF THE WESTERN SUBURBS
WHEREAS, the construction of an interstate freeway 1-394 on any
of the alternatives proposed by the Highway Department and its consultant
would cause:
(1) destruction of many of our citizen's homes and neighborhoods
through direct removal and devaluation in adjacent areas,
(2) disruption and permanent damage to many of our businessmen,
(3) extensive loss of tax base through home and business destruction,
(4) greater pollution of our already seriously degraded air that
the MPGA does not now expect will meet the requirements of the federal
Clean Air Act,
(5) noise levels that have already been found intolerable and even
physically harmful around equivalent freeways,
(6) increased traffic through our already saturated arterials due
to the drawing power of a freeway and hence increased safety hazards
for our citizens,
(7) destruction of our parks (Westwood and Cedar) and degradation
of our schools, and
(8) even a greater traffic burden in downtown Minneapolis which
even now cannot be absorbed during rush hours from the present six
lanes on inner Highway 12.
THEREFORE, BE IT RESOLVED that the City Council of St. Louis Park
hereby implores the Highway Commissioner not to condemn our city or its
neighbors to destruction by an interstate freeway; that the time has come
when solutions to our transportation problems must not cause even greater
problems as have the freeways; that there are better and more permanent
solutions that current technology will afford; and this Council urges the
Commissioner to reject the antiquated massive concrete blight of freeways
and move ahead with more modern solutions.
