BUILDING WHEREAS, it has come to the attention of the City Council that the Board of Directors of the Minneapolis Young Men's Christian Association has under consideration a proposal to acquire or construct a building in the City of St. Louis Park to serve as a branch of the Y.M.C.A., and WHEREAS, the City Council deems it highly desirable that the services' of the Y.M.C.A. be available to boys and young men not only of the City of St. Louis Park but of adjoining suburban municipalities which can be conveniently served from a branch Y.M.C.A. in St. Louis Park, and that there is a need for such a Y.M.C.A. branch in St. Louis Park, therefore BE IT RESOLVED by the City Council of the City of St. Louis Park that the Board of Directors of the Minneapolis Young Men's Christian Association be hereby advised that the City Council approves and favors the proposal to establish a proposed Y.M.C.A. facility in the City of St. Louis Park and offers and assures to the Y.M.C.A. its full co-operation in accomplishing the estab- lishment of a branch association in the City. Fernstrom Mayor , Attest: Joseph Justad City Clerk Resolution No. 476 Adopted October 7, 1957 RESOLUTION LEVYING ASSESSMENT FOR COLLECTION OF DELINQUENT WATER, SEWER AND COPRCIAL GARBAGE ACCOUNTS WHEREAS, the City Council has heretofore determined by Ordinances the rates and charges for water, sewer and commercial garbage services and WHEREAS the City Council has further determined by Ordinance Nos. 584, 531 and 524, respectively, that all delinquent service charges for the above services shall.be paid to the City Treasurer on or before October 1, 1957 and WHEREAS, the City Clerk has prepared an assessment roll, setting forth an assessment against each parcel wherein service was rendered and for which payment was not received within the prescribed time, and which assessments are hereby summarized: Water $3440.21; Sewer $1949.59; Commercial Garbage $460.76; now _ BE IT RESOLVED by the City Council of the City of St. Louis Park that said assessment roll is hereby adopted and approved, and there_is hereby levied and assessed against each and every tract of land described therein an assess- ment in the amounts respectively therein set forth, which assessments are hereby determined to represent the delinquent accounts hereinbefore described. 1 1 Resolution No. 476 - continued BE IT FURTHER RESOLVED that the City Clerk be hereby authorized to deliver said assessment roll to the Auditor of Hennepin County for collection of the assessments therein set forth in like manner as state, county and other municipal taxes are collected and payment thereof enforced. Fernstrom Mayor Attest: Joseph Justad City Clerk • Resolution No. 477 Adopted October 7, 1957 RESOLUTION AUTHORIZING ADVERTISEMENT FOR BIDS FOR IMPROVEMENT BONDS (1957 SEWER SERIES) _ WEEREAS, the City Council has heretofore ordered construction of Sanitary Sewer Improvement No. 56-52, being also designated as Trunk Sewer No. 3 of the City, and contracts have been entered into for construction there- of as authorized by Sections 412.401 to 412.481, Minnesota Statutes, and the aggregate cost of said improvements which has been heretofore incurred or is estimated to be incurred will be in excess of $2,500,000 and it is deemed necessary in order to defray the cost of said sewer that the City issue its improvement bonds in said amount, $1,500,000 thereof to be issued as herein- after provided, and the remainder thereof in 1958 as required, therefore BE IT RESOLVED by the City Council of the City of St. Louis Park as follows: 1. That the Clerk be hereby directed to advertise for bids for im- provement bonds of the City of St. Louis Park to be issued for the financing of said Sewer Improvement No. 56-52, said advertisement to be published in the St. Louis Park Dispatch and Commercial West, specifying that bids will be opened at the meeting of the City Council to be held November 4, 1957. 2. Said bonds shall be issued in denominations of $1,000.00 each and shall be dated December 1, 1957, and shall bear interest at the rate determined taxtimmximilladmaxiamt at the sale thereof, payable semi-annually on the first day of December and first day of June in each year and shall mature serially in the sum of $75,000 on the first day of December, 1959, and $75,000 on the first day of December of each succeeding year to and including the first day of December 1978. 3. Said bonds shall be payable at any suitable bank or trust company designated by the purchaser. 4. The City will furnish the purchaser, at the expense of the City, with the opinion of Messrs. Faegre & Benson, of Minneapolis, Minnesota, certifying as to the validity of the bonds. 1 5. Said bonds and interest coupons thereto attached shall be printed 301
