Resolution No. 381 Adopted March 18, 1957
ADOPTING UNIFORM PRACTICES IN CONSTRUCTION
AND IMPROVEMENT OF STREETS
WHEREAS, the City Engineer under date of March 4, 1957, filed with
the City Council his report containing proposed precedures and standards
for establishing uniform practices in the construction and maintenance of
streets and utilities, and the Council desires to adopt said recommendations,
therefore
BE IT RESOLVED by the City Council of the City of St. Louis Park that
the attached "City of St. Louis Park Uniform Practices in Construction and
Improvement of Streets," be hereby approved for the purpose of establishing
standards of procedure to be followed by the Director of Public Works in
street construction and improvement in the City, subject to adjustments and
modifications as set forth in the first article thereof.

MODIFYING RESOLUTION NO. 366, RELATING TO
ALLEY IN_BLOCK 3, PARK MANOR
WHEREAS, the City Council on February 11, 1957, adopted a resolution
providing for the taking of the East 12 feet of Lots 16 to 30 inclusive,
Block 3, Park Manor, for alley purposes, and
WHEREAS, it appears that Lots 29 and 30 of said Block are owned by the
Minneapolis, Northfield & Southern Railway and are partially used for rail-
road right-of-way purposes, and it appears to be to the advantage of the rail-
way and the City that the right-of-way of said alley be modified as the same
extends over said lots in order to avoid crossing the tracks of said railway,
and
WHEREAS, it appears that in connection with the modification of the
alley over said Lots 29 and 30, it is necessary that the right-of-way of said
alley be modified as the same extends over Lots 26, 27 and 28 of said Block,
therefore
BE IT RESOLVED by the City Council that it hereby approves Stipulation
dated March 8, 1957, entered into by attorney for the City with the Minneapolis,
Northfield & Southern Railway providing that in lieu of taking the East 12 feet
of Lots 29 and 30, Block 3, Park Manor, for said alley purposes, in condemnation
proceedings entitled City of St. Louis Park v. Meister et al, the City shall
take and the railway shall dedicate for said alley over said Lots the right-
of-way described as follows:
Six feet on either side of a center line described as follows:
Commencing at a point in the South line of said Lot 29 which is
12 feet west of the southeast corner of said Lot_29, thence ex-
tending to a point on the north line of said Lot 29 which point
is 21 feet west of the northeast corner of said Lot 29; thence
extending to a point on the north line of said Lot 30 which
point is 38 feet west of the northeast corner of said Lot 30;
also, providing for the grant of an easement to the City to con-
struct slopes in connecting with the grading of said alley ad-
jacent to the westerly line of said alley over said Lots 29 and

30, the westerly limit of said slope easement being described
as follows: Commencing at a point in the south line of Lot 29,
which point is 24 feet west of the southeast corner of said Lot;
thence extending to a point on the north line of said Lot 29,
which point is 38 feet west of the northeast corner of_said Lot
29; thence to a point on the north line of said Lot 30, which
point is 54 feet west of the Northeast corner of said Lot 30,
and
BE IT FURTHER RESOLVED by the City Council that the City Attorney be
authorized to amend the original Petition In the Matter of the Condemnation
of the above described lands, now on file, to include in the taking of said
lands for alley purposes the right-of-way described as follows:
That part of Lot 28, Block 3, Park Manor, lying East of the following
described line; Commencing at a point in the South Line of said
Lot 28 which is 12 feet west of the Southeast corner of said Lot
28, thence extending to a point on the north line of said Lot 28
which point is 18 feet west of the Northeast corner of said Lot
28; also providing for the taking of an easement to construct
slopes in connection with the grading of said alley adjacent to
the westerly line of said alley over said Lots 26, 27 and 28,
the westerly limit of said slope easement being described as
follows: Commencing at a point in the south line of Lot 26,
which point is 14 feet west of the southeast corner of said Lot;
thence extending to a point on the north line of Lot 27, which
point is 15 feet west of the northeast corner of said Lot 27;
thence to a point in the north line of said Lot 28, which point
is 24 feet west of the northeast corner of said Lot.

RESOLUTION GRANTING PERMIT
UNDER SECTION 10.3 OF THE ZONING ORDINANCE
OF THE CITY OF ST. LOUIS PARK
WHEREAS, application has been made to the City Council by Suburban
Sign Company for permit under Section 10.3 of the Zoning Ordinance of the City
of St. Louis Park for the following purpose: to erect a 9.6' x 16.9' (161 sq.
ft.) sign at 4100 Minnetonka Boulevard subject to lights being placed so as to
eliminate any glare or reflection on adjoining property and that a flashing
sign will not be used and
WHEREAS, the Council has considered the advices and recommendations
of the Planning Commission and the effect of the proposed use on the health,
safety and welfare of the occupants of the surrounding lands, existing traffic
conditions, including parking facilities on adjacent streets, and the effect
on values and properties in the surrounding area, therefore
BE IT RESOLVED by the City Council of the City of St. Louis Park that
it is hereby determined that the said proposed use will not be detrimental to
the health, safety or public welfare of the occupants of surrounding lands,
nor will it cause serious traffic congestion, nor hazards, nor will it serious-
- ly depreciate surrounding property values, and
BE IT FURTHER RESOLVED that permit be hereby granted to the applicant
for the purpose above set forth.
