Resolution No. 54 Adopted April 18, 1955 On motion of Councilman Perkins, seconded by Councilman Middleton, the follow- ing resolution was adopted by unanimous vote of all Members of the Council present: RESOLUTION CANCELING 53-90 GRADING #505 ASSESSMENT WHEREAS it appears that by resolution of the Village Council adopted August 15, 1954, levying assessments for 53-90 Grading #505, the following lot was in- advertantly assessed; and WHEREAS the West half of Pennsylvaniaenue (which includes the above lot) was -graded at the time the Plat of Turf & Paddock Addition was accepted by the Village; therefore BE IT RESOLVED by the City Council of the City of St. Louis Park that the en- tire assessment for years 1955 thru 1957 heretofore levied against the following lot be canceled, and that the Auditor and the Treasurer of Hennepin County be here- by authorized to cancel the same 'upon their respective records. AMOUNTS TO BE CANCELED NAMES & ADDRESS LOT ADDITION TOTAL PRIN 1955 1956 1957 Donald Blumberg 7600 W. 14th Street 1 Turf & Paddock 217.15 72.38 83.24 79.62 76.00 Resolution No. 55 Adopted April 18, 1955 On motion of Councilman Jorvig, seconded by Councilman Bolmgren, the following resolution having been -read by the Secretary, was adopted by unanimous vote of all Members of the Council present: RESOLUTION APPROVING PERMANENT BUS ROUTES BE IT RESOLVED that the routes for bus operations of Minneapolis Street Rail- way heretofore approved as temporary routes over France Avenue from its most northerly intersection with the east boundary of the Cicy, southerly to West 26th Street alp thence West on West 26th Street to Natchez Avenue, and also south on France Avenue from West 26th Street to Minnetonka Boulevard be hereby approved as permanent routes, subject to the reserved right of the Council to impose such re- gulations relating to use of such streets for bus purposes as may be deemed proper. Resolution No. 56 Adopted April 25, 1955 On motion of Councilman Jorvig, seconded by Councilman Hurd, the following re- solution having been read by the Secretary, was adopted by unanimous vote of all Members of the Council present: RESOLUTION MEMORIALIZING THE CONGRESS OF THE UNITED STATES IN OPPOSITION TO THE SO -_CALLED HARRIS BILL (H.R. 4560) 26 Resolution No. 56 - continued ����d�t�dK���g/Kkkd�(4/d�8�/��%����k��������klX std/N0,�/Kk/t6XX6,�dr« WHEREAS, the City Council of the City of St. Louis Park has given consider- ation to the provisions of the so-called Harris Bill (H.R. 4560), and WHEREAS, the City of St. Louis Park is a rapidly growing suburb of the City of Minneapolis, having a population in excess of 35,000 inhabitants residing for the most part in residences which have been constructed in the last ten years and which are heated by natural gas, the cost of such heating in this climate being a substantial item in the budget of every householder, and WHEREAS, it appears to the City Council that there is not a truly competi- tive market in the producing gas fields which constitute the supply of natural gas for this area, and that effective control of rates by the Federal Power Commission must necessarily include control of the prices paid to producers and owners of sources of supply, and WHEREAS, the City Council concludes that it may be assumed that the Federal Power Commission will 'properly take into account the risks involved in explora-_ tion for oil and natural gas in determining the prices of natural gas under its jurisdiction, therefore BE IT RESOLVED by the City Council of the City of St. Louis Park that the Congress of the United States be hereby memoralized in opposition to the passage of the so-called Harris Bill or any legislation having as its object the limita- tion of jurisdiction of the Federal Power Commission with respect to prices and rates paid for natural gas to producers and owners of sources of supply, and BE IT FURTHER RESOLVED that the City Council of the City of St. Louis Park requests the members of Congress from Minnesota to exert their efforts in oppos- ition to this bill, and BE IT FURTHER RESOLVED that the City Clerk be directed to submit forthwith a copy of this resolution to each member of the congress of the United States from the State of Minnesota. Resolution No. 57 Adopted April 25, 1955 On motion of Councilman Bolmgren, seconded by Councilman Perkins, the follow- ing resolution having been read by the Secretary, was adopted by unanimous vote of all Members of the Council present: RESOLUTION AUTHORIZING THE EXECUTION OF A LICENSE AGREEMENT WITH THE MINNEAPOLIS fe ST.LOUIS RAILWAY COMPANY COVERING THE RIGHT TO CONSTRUCT, RECON- STRUCT, MAINTAIN, REPAIR AND USE A 1L2 -INCH WATER PIPE LINE WITHIN A 36 -INCH REINFORCED CONCRETE PIPE CASING AT ST. LOUIS PARK, MINNESOTA WHEREAS,' the Council of the City of St. Louis Park has requested permission of the Minneapolis & St. Louis Railway Company to construct, reconstruct, main- tain, repair and use a 12 -inch water pipe line within a 36 -inch reinforced con- crete pipe casing,- across the right of way and under the main tracks of the railway, at/$0019W/0011/0/0M/#06100/1101/#10/0000//11,100/0 A /¢0g1 0/$ (j6 /16 01 Station 447 plus 73, St. Louis Park, Hennepin County, Minnesota; and WHEREAS, there was presented to the Council a draft of proposed license agree- ment, bearing the legend at the top of the page "3-30-55", covering such cons- truction, etc., of said water pipe line, which draft was reviewed by the Council Members present. 0 a
