ORDINANCE NO. 2176-00
AN EMERGENCY ORDINANCE AUTHORIZING THE CITY MANAGER
OR DESIGNEE TO ENTER INTO A CONTRACT FOR TEMPORARY REPAIR OF
THE RECREATION CENTER ROOF WITHOUT ADVERTISING FOR BIDS
THE CITY OF ST. LOUIS PARK DOES ORDAIN:
Section 1. The City Council hereby declares that the emergency hereinafter defined exists and
that an emergency ordinance is necessary for the immediate preservation of the public peace,
health, morals, safety or welfare in accordance with Section 5.05, 5.06, 5.07 and 7.05 of the
Charter of the City of St. Louis Park.
Section 2. The City Council hereby finds and determines the following facts and declares the
existence of an emergency as follows:
1. The wood beams in the roofing system over the West Arena have failed to support the roof.
A temporary repair is necessary in order to support the roof while the full evaluation of the
roof is being done.
2. If a temporary repair is not completed, it is likely that additional damage to the roof will
occur.
• 3. The West Ice Arena is currently closed. If this arena remains closed it will result in a
revenue loss of $900 to $1,500 per day.
4. A contractor has given an estimated cost of $40,000 to $50,000 to perform a temporary repair
of the Recreation Center roof.
Section 3. The City Manager or designee is hereby authorized to negotiate a contract for the
before described temporary roof repair at the Recreation Center. The Mayor and City Manager
or designee are hereby authonzed on behalf of the City to execute all necessary instruments for
construction as may be necessary.
Section 4. Effective Date. This ordinance shall take effect immediately upon its passage,
without publication on the date hereof.
