HomeMy WebLinkAbout2166-00 - ADMIN Ordinance - City Council - 2000/05/08• • • ORDINANCE NO. 2166-00 AN EMERGENCY ORDINANCE AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT FOR REPLACEMENT OF THE WATERMAIN ALONG CEDAR LAKE ROAD BETWEEN NATCHEZ AVENUE AND QUENTIN AVENUE WITHOUT ADVERTISING FOR BIDS THE CITY OF ST LOUIS PARK DOES ORDAIN Section 1 The City Council hereby declares that the emergency hereinafter defined exists and that an emergency ordinance is necessary for the immediate preservation of the public peace, health, morals, safety or welfare in accordance with Section 5 05, 5 06, 5 07, and 7 05 of the Charter of the City of St Louis Park Section 2 The City Council hereby finds and determined the following facts and declares the existence of an emergency as follows 1 The watermain which runs along Cedar Lake Road from Natchez Avenue to Quentin Avenue split in three (3) areas during the repair of a fire hydrant 2 The broken watermain supplies service to two (2) — eight (8) unit condo's and three (3) businesses 3 Temporary drinking water service is being supplied to affected residences and businesses 4 Five (5) water hydrants are disabled until the watermain is replaced 5 A contractor has given an estimated cost of replacement in the range of $45,000 - $65,000 Section 3 The City Manager is hereby authonzed to negotiate a contract for the replacement of the before described watermain and the Mayor and City Manager are hereby authorized on behalf of the City to execute all necessary instruments for construction as may be necessary Section 4 Effective Date This ordinance shall take effect immediately upon its passage, without publication on the date hereof Reviewed for Administration ity Manager Attest Ci (doPt,d b the'Ci y Council May 8, 2000 M t�ppro �d as o Form and Execution City Attorney STATE OF MINNESOTA) SS. newspapers AFFIDAVIT OF PUBLICATION COUNTY OF HENNEPIN) Frank Chilinski, being duly swom on an oath states or affirms, that he is the publisher of the newspaper known as Sun -Sailor , or the president's designated agent, and has full knowledge of the facts stated below: (A) The newspaper has complied with all of the requirements constituting qualification as a qualified newspaper, as provided by Minn.
