CITY OF ST LOUIS PARK
HENNEPIN COUNTY, MINNESOTA
AN ORDINANCE AMENDING CHAPTER 5 OF THE
ST. LOUIS PARK MUNICIPAL CODE
CONCERNING PAYMENT OF CLAIMS
THE CITY OF ST LOUIS PARK DOES ORDAIN
SECTION 1. Sections 5-101, 5-102, and 5-103 of the St Louis Park City Code are amended in
their entirety to read as follows
Section 5-101 Manner of Presentation of Claims All bills, invoices, statements and claims for
payment of money in discharge of any obligation of the City shall be filed with the Director of
Finance who shall examine the same and enter each upon his records Each claim against the City
shall be accompanied by either an itemized bill or payroll, or time sheet, each of which shall be
approved and signed by the responsible City officer who vouches for the correctness and
reasonableness thereof and, except in the case of salaries and wages of employees and laborers of
the City, shall be accompanied by the claimant's verified statement of claim as required by law.
Section 5-102 Payment of Claims The Director of Finance is authorized to pay all claims
determined by the Director to be proper obligations of the City and consistent with the budget
approved by the City Council The Director of Finance shall prepare a list of newly paid claims
for Council review at each regular meeting of the City Council
Section 5-103 Facsimile Signatures on City Checks The Director of Finance shall prepare
orders directed to the Treasurer for payment of claims approved by the Director and preparation
of checks payable to the order of the persons in whose favor the orders are drawn Such orders
and checks shall be combined in a single instrument and may be issued on behalf of the City upon
affixing thereto facsimile signatures of the City Manager and Director of Finance, such facsimile
signatures to be affixed by mechanical device under the control and direction of the City
Treasurer No combined order and check or order or check for payment of any funds of the City
shall be issued until and unless payment of the sum represented by the check or order shall have
been authorized by the Director of Finance as provided in Section 5-102 hereof, provided that any
bank authorized as depository for City funds on which said order or check is drawn shall have no
obligation to inquire as to whether any check or order executed on behalf of the City by its City
Manager and Director of Finance, either personally or by their facsimile signatures, represents a
duly authorized expenditure of City funds
SECTION 2. Section 5-104 of the St Louis Park City Code is repealed in its entirety
SECTION 3. This ordinance shall be effective fifteen (15) days following its passage and
publication
ADOPTED this 17th day of November, 1997, by the City Council of the City of St Louis Park.
