HomeMy WebLinkAbout2085-97 - ADMIN Ordinance - City Council - 1997/02/03ORDINANCE NO. 5 _. 7 AN EMERGENCY ORDINANCE AUTHORIZING THE CITY MANAGER TO DECLARE A SNOW EMERGENCY AND IMPOSE PARKING RESTRICTIONS AS NECESSARY THE CITY OF ST. LOUIS PARK DOES ORDAIN: Section 1. The City Council hereby declares that the emergency hereinafter defined exists and that an emergency ordinance is necessary for the immediate preservation of the public peace, health, morals, safety or welfare for which this emergency is defined and declared in accordance with Chapters 3 and 5 of the Charter and Chapter 10 of the Ordinances of the City of St. Louis Park Section 2. The City Council hereby finds and determines the following facts and declares the existence of an emergency as follows: 1. Heavy continuous snowfalls since November, 1996 have resulted in excessive curbside snow accumulations significantly narrowing some streets 2. It is further anticipated that with a continuation of average snowfall there will be a further accumulation of snow along the curbside thereby reducing the effective width of City streets even further. 3. It is expected that a further reduction of the effective width of City streets as a result of curbside snow will cause many streets to be impassable to emergency vehicles and snow removal equipment where parking along the street is permitted. 4 That based on the above facts, it is necessary to vest in the City Manager the authority to declare a snow emergency and to impose parking restnctions as necessary in the event snow accumulations continue causing City streets to become impassable to emergency vehicles and/or snow removal equipment in conjunction with on -street parking. 5. The City Council hereby declares that an emergency exists in connection with parking on snow narrowed streets justifying and requiring that this ordinance upon its passage on the date hereof shall become effective immediately without publication. Section 3. The City Manager is hereby authorized to declare a snow emergency and to impose parking restrictions on City streets as necessary in the event curbside snow accumulations cause said streets to become impassable to emergency vehicles and/or snow removal equipment in conjunction with on -street parking Section 4. This ordinance shall take effect immediately upon its passage, without publication on the date hereof and shall automatically stand repealed on the sixty-first (61st) day following the date on which it was adopted Adopted by the City Council February 3, 1997 Attest: Reviewed for administration:
