ORDINANCE NO. 95-2038
AN ORDINANCE AMENDING THE ST. LOUIS PARK
ORDINANCE CODE RELATING TO ZONING BY
AMENDING SECTIONS 14:5-4.5(B), 14:5-4.5(G),
14:5-4.6(G) AND 14:7-3(A)(3)
THE CITY OF ST. LOUIS PARK DOES ORDAIN:
Findings
Sec. 1. The City Council has considered the advice and recommendation of the
Planning Commission (Case No. 95-29-ZA)
Sec. 2. The St. Louis Park Ordinance Code is hereby amended to read as follows:
Amend Section 14:5-4.5B as follows to permit single family dwellings as a permitted use in
the R4, Multifamily Zoning District:
B. PERMITTED USES
6. SINGLE FAMILY DWELLING
Amend Sections 14:5-4.5G and 14:5-4.6G by adding the following language:
G. DIMENSIONAL STANDARDS/DENSITIES
15. A single family house which legally existed or for which a valid building
permit had been granted on or before the effective date of this Ordinance,
may be expanded by an addition or dormer, provided the addition does not
extend into the existing side yard, and provided the combined width of the
side yard for the building and the adjacent building is not less than 10 feet.
Amend Section 14:7-3A3 by amending and adding the following language:
ie 3, Permitted construction - Construction is permitted on a lot under the following
circumstances:
a. Where a legal non -conforming land use exists and where the construction is
determined by the Director of Inspections to be necessary to bring the
building into compliance with applicable health and safety codes.
b. Where the construction would allow additions and alterations to buildings
containing legal non -conforming residential units provided they comply with
the following:
1. The construction will not result in an increase in the number of
dwelling units.

2. The building (parcel) is not located in an area which the Council has
designated as a high priority for redevelopment according to an
adopted redevelopment strategy or plan. For the purpose of this
section, a redevelopment strategy or plan shall be defined as a
document and/or process which specifically outlines the area to be
redeveloped and may include timelines and/or action steps to be taken,
or which are being taken, to achieve the redevelopment. These action
steps may include, but are not limited to, solicitation of developers, the
purchase of property, environmental testing or remediation,
demolition of structures and other similar activities.
Sec. 3. The contents of Planning Case File 95-29-ZA are hereby entered into and
made part of the public hearing record and the record of decision for this case.
Sec.4. This Ordinance shall take effect fifteen days after its publication.

This ordinance states that single family dwellings
shall be a permitted use in the R-4, Multiple Family
Residence District The_`ordinance grill also allow additions,
alterations and garages to be constructed for non -conform-
ing single family residential land uses in other zoning dis-
tracts
