AN EMERGENCY ORDINANCE AUTHORIZING THE CITY
MANAGER TO ENTER INTO A CONTRACT FOR REPLACEMENT
OF ONE CITY HALL AIR CONDITIONING CONDENSER UNIT
IN EXCESS OF $15,000 WITHOUT ADVERTISING' FOR BIDS
THE CITY OF ST. LOUIS PARK DOES ORDAIN:
Section 1. The City Council hereby declares that the emergency hereinafter defined
exists and that an emergency ordinance is necessary for the immediate preservation of
the public peace, health, morals, safety or welfare in accordance with Section 5.05,
5.06, 5.07, and 7.05 of the Charter of the City of St. Louis Park.
Section 2. The City Council hereby finds and determines the following facts
and declares the existence of an emergency as follows:
1. The existing air conditioning condenser unit serving first and second floors
of City Hall consisting of two compressor units has one unit in complete
failure and the second in very weak condition and in danger of failing.
2. That the consulting Mechanical Engineers Report confirms item #1 and
recommends replacement of the condenser unit and related controls. The
recommendation is based on two pertinent facts. 1) The existing unit is
approximately 20 years old and is at the end of its service life. The cost
to repair the unit is estimated to exceed $25,000. 2) That condenser units
with advanced technologies offering far greater operating efficiencies are
now available.
3. That based on the above facts it is necessary,to proceed on an emergency
basis to design and install a replacement condenser unit. The consulting
Engineer estimate of costs are $2800.00 for design fee, $38,500 for
construction costs ($35,000 estimate plus 10% contingency).
4. The City Council hereby declares that an emergency exists in connection with
the air conditioner condensing unit justifying and requiring that this
ordinance upon its passage on the date hereof shall become effective
immediately without publication.
Section 3. The City Manager is hereby authorized to negotiate a contract for
the replacement of the before described condenser unit and the Mayor and City Manager
are hereby authorized on behalf of the City to execute all necessary instruments for
design and construction as may be necessary.
Section 4. This ordinance shall take effect immediately upon its passage, without
publication on the date hereof.
