ORDINANCE NO. 1942-94
AN ORDINANCE AMENDING THE ST. LOUIS PARK
ORDINANCE CODE RELATING TO ZONING
(MISCELLANEOUS AMENDMENTS)
THE CITY OF ST. LOUIS PARK DOES ORDAIN:
Findings
Sec. 1. The City Council has considered the advice and recommendation of the
Planning Commission (Case No. 93-56-ZA)
Sec. 2. The St. Louis Park Ordinance Code, is hereby amended to read as follows:
Section 14:5-6.2(C)(1) "O" Office District - Uses Permitted with Conditions - Adult
Day Care (a) (page 163) - Amend as follows:
a. This use shall be permitted only as a part of a larger development which
contains at least one other principal use or as part of a PUD.
Section 14:5-6.2(C)(2) "0" Office District - Uses Permitted with Conditions - Group
Day Care/Nursery School (a) (page 163) - Amend to read as follows:
a. This use shall be permitted only as a part of a larger development which
contains at least one other principal use or as part of a PUD.
Section 14:5-6.2(C)(4)(a) "0" Office District - Uses Permitted with Conditions -
Libraries (page 163) - Amend to read as follows:
a. This use shall be permitted only as a part of a larger development which
contains at least one other principal use or as part of a PUD.
Section 14:5-6.2(C)(6)(a) "0" Office District - Uses Permitted with Conditions -
Museums/Art Galleries (page 164) - Amend to read as follows:
a. This use shall be permitted only as a part of a larger development which
contains at least one other principal use or as part of a PUD.
Section 14:5-6.2(C)(14)(a) "0" Office District - Uses Permitted with Conditions -
Private Entertainment (Indoor) (page 167) - Amend to read as follows:
a. This use shall be permitted only as a part of a larger development which
contains at least one other principal use or as part of a PUD.
Section 14:5-3(D)(11) Land Use Descriptions (Page 72) - Insert the following:
11. DRY CLEANING, LAUNDERING WITH ROUTE PICK-UP AND DELIVERY
- A facility where clothing, diapers or other fabrics are cleaned by dry cleaning
or laundering processes. Materials to be cleaned may be brought to the site
either by pick-up and delivery trucks operated As part of the business or by
customers who drop off as part of the business orrby customers who drop off as
part of the business or by customers who drop- off and pick up their own
materials to be cleaned. The use may include the storage of delivery vehicles
on the site.

Numbers 11 through 29 shall be renumbered 12 through 30
Section 14:5-5.3(C) "C-2" Commercial District - Uses Permitted with Conditions (page
146) - Insert the following: 1
2. DRY CLEANING, LAUNDERING WITH ROUTE PICK-UP AND DELIVERY
Conditions:
a. , The use shall not exceed 15,000 square feet in area.
b. Outside storage and parking of trucks involved in the operation of the
business is limited to trucks and vans with a manufacturer's rated
cargo capacity of one (1) ton or less.
c. Outside vehicle storage shall be screened from any abutting "R" Use
District by a Bufferyard F.
d. Access shall be from a roadway identified in the Comprehensive Plan
as a collector or arterial or otherwise located so that access can be
provided without conducting significant traffic on local residential
streets.
Numbers 2 through 20 shall be renumbered 3 through 21
3. Miscellaneous Changes
Section 14:3-1 Definitions (page 10) - Insert the following:
10._ Boulevard - That portion of a street right-of-way between the curb line and
property line.
Numbers 11 through 104 shall be renumbered 12 through 104
Section 14:4-11.5(A)(6) Restrictions for Tree Removal (page 50) - Amend to read as
follows:
6. Method of Planting. All trees shall be installed according to the planting
specifications of Section 14:6-4.8(B)(4) of this Ordinance.
Section 14:5-2 Land Use by Zoning District - Table 5-2C (page 65) - The following
footnote shall be added:
The column showing the highest land use intensity class will determine the
land use intensity for the land use.
Section 14:5-5.1(A)(7) Commercial District Regulations (page 135) - Amend to read as
follows:

7. There shall be no vehicular access within 50 feet of the intersection of the
projection of the nearest curb lines of any public streets to a parcel on which a
commercial use is operated.
Section 14:5-5.2(C)(13)(d) "C-1" Neighborhood Commercial District - Uses Permitted
with Conditions (page 139) - Amend to read as follows:
d. This use shall only be permitted when it can be demonstrated that the
operation will not have a significant adverse effect on the existing level of
service of adjacent streets and intersections.
Section 14:5-5.2(C)(17) "C-1" Neighborhood Commercial District - Uses Permitted
with Conditions (page 142) - Item "b" at the top of page 141 shall be deleted.
Section 14:5-5.2(D)(1) "C-1" Neighborhood Commercial District - Conditional Uses
(Page 142) - 1.e. shall be deleted.
Letters "f' through "m" shall be relettered "e" through "n"
Section 14:5-8.4(D)(2)(b) Flood Fringe District (FF) (page 207) Amend to read as
follows:
d. As an alternative to elevation on fill, accessory structures that do not exceed
500 square feet for the outside dimension at ground level may be internally
flood proofed in accordance with Section 14:5-8.4(D)(3)(d).
Section 14:5-8.4(D)(3)(c)(ii) Flood Fringe District (FF) (page 208) - Amend to read as
follows:
ii. Non-residential basements may be allowed below the Regulatory Flood
Protection Elevation if the basement is structurally dry flood proofed in a
manner specified in Section 14:5-8.4(D)(3)(d) of this Ordinance.
Section 14:5-8.8(A)(2) Floodplain Districts - Nonconformities - Compliance with
Ordinance (page 214) - Delete Item A.2. as it is a duplication of language in Number 2
on top of page 215.
Section 14:6-2.6(A) Sign Regulations - General Provisions (page 247) - First two
paragraphs shall be amended to read as follows:
A. Required Yards. No sign shall be erected or maintained in any required yard
in any Use District unless permitted under Section 14:6-2.7; except that a wall
sign may extend into the required yard a distance not to exceed eighteen
inches.
Signs may be placed on the front or side walls of an existing nonconforming
structure even though the structure does not meet the current yard
requirements.
Section 14:6-2.6(E) Sign Regulations - General Provisions (page 248) - Amend to read
as follows:
E. Lighting. Direct rays or glare of light from an Illuminated Sign shall not be
visible from public rights-of-way or property other than that on which the
illuminated sign is located. Any external source of illumination must be
provided with shields or lenses which concentrate the light onto the sign.
Section 14:6-2.6(J) Sign Regulations - General Provisions (page 248) - Amend to read
as follows:
J. Glass. All glass must be safety or tempered glass, and designed and installed
to withstand a wind load of 30 pounds per square foot.
Section 14:6-2.6(R) Sign Regulations - General Provisions (page 249) - Amend to read
as follows:
R. The allowable sign area and height are established by Table 6-2A and
Adjustments to Table 6-2A according to the parcel size and use district in
which the sign is located.
Section 14:6-2 Sign Regulations - Table 6-2A (page 250) - Under the use district
listings, reference is made to the R -B District. Should be amended to read R -C.
Section 14:6-2 Adjustments to Table 6-2A Item A.3. -- Amend to read as follows:
3. Lighting. Signs shall be lighted only by back lighting, internal or indirect
lighting.
Section 14:6-2.6(R) Sign Regulations - Adjustments to Table 6-2A (page 252) Insert
the following:
G. Real estate signs, private directional signs and decorative banners are not
included in the calculation of maximum total area of signage permitted on a
site.
Section 14:6-7.3(G)(1) Planned Unit Development (PUD) Process - Building and Site
Design (page 299) - Amend to read as follows:
1. All off-street loading facilities, including loading debris, shall be completely
contained within a building. Maneuvering and truck storage areas shall be
assigned a Land Use intensity Class of 7 for purposes of determining
bufferyard requirements of such areas.
Section 14:6-7.4(A) Planned Unit Development (PUD) Process - Modifications (page
300) - Amend to read as follows:
A. Modifications of Ordinance requirements granted as part of a PUD shall not
be subject to the provisions of Section 14:8-3.3 of this Ordinance. Such
modifications shall be approved as part of the overall approval of a PUD but
any modifications granted shall be written into the resolution approving the
PUD.
Sec. 3. The contents of Planning Case File 93-56-ZA are hereby entered into and
made part of the public hearing record and the record of decision for this case.
Sec.4. This Ordinance shall take effect fifteen days after its publication.
