LOUIS PARK MUNICIPAL CODE BY THE ADDITION OF SECTION 12-507, "TARGETED RESIDENTIAL PICKETING PROHIBITED" THE CITY OF ST. LOUIS PARK DOES ORDAIN: Sec. 1. The St. Louis Park Municipal Code is hereby amended by the addition of Section 12-507 to read as follows: PART 5 - Criminal Damage to Property, Trespass, Targeted Residential Picketing, and Related Offenses Section 12-507. Targeted Residential Picketing Prohibited. (1) DEFINITION. For the purposes of this Section, "targeted residential picketing" means any picketing by one or more persons focused on a single residential dwelling. (2) PURPOSE. The City has an interest in the protection of residential privacy, the well-being and tranquility of the home, and protecting citizens from unwanted speech when they are a captive audience within their homes. The City Council finds that, without resorting to targeted residential picketing, ample opportunities exist for those otherwise engaged in targeted residential picketing to exercise constitutionally protected freedom of speech and expression. (3) PROHIBITED ACTIVITY. No person shall engage in targeted residential picketing within the City. (4) PENALTY. Every person convicted of a violation of any provision of this Section shall be guilty of a misdemeanor. (5) SEVERABILITY. If any provision of this Section or any application of this Section to any person or circumnstance, is held invalid by a court of competent jurisdiction, the remainder of this Section and the application of any remaining provision of this Section to any other person or circumstance, shall not be affected by such holding. Sec. 2. EFFECTIVE DATE. This ordinance shall take effect 15 days after its publication. (9/30/93) Adopted by the City Council September 7, 1993. Attest: 114•0.4.1ammortiftw...
