HomeMy WebLinkAbout92-1903 - ADMIN Ordinance - City Council - 1992/12/07r 1 1 ORDINANCE NO. 92-1903 ORDINANCE ADJUSTING THE 1993 WATER AND SEWER RATES AND MODIFING UTILITY ASSESSMENT LANGUAGE Section 9-101. Water Rates (1) Rates. The rate due and payable to the City by each water user with the City for water taken from the City water supply system for calendar year 1993 shall be $.583 per 100 cu. ft. All charges for single and multiple -family dwelling users shall be determined and payable on a quarterly basis, and all charges for commercial, industrial and institutional users shall be determined and payable on a monthly or quarterly basis provided, however, that there shall be a service charge to each water user for each quarter year period during which water service is furnished as follows: 1993 Service Charges Meter Size Monthly Quarterly 5/8 inch $ 3.04 $ 4.68 3/4 inch 3.40 5.69 1 inch 4.41 8.34 1 1/2 inch 6.51 14.09 2 inch 9.44 21.81 3 inch 16.60 41.06 4 inch 27.98 66.45 6 inch 54.07 130.26 8 inch 83.39 205.85 10 inch 114.50 277.46 12 inch 136.77 325.69 In case the meter is found to have stopped or to be operating in a faulty manner, the amount of water used will be estimated in accordance with the amount previously used for the comparable period of the last previous year. Where single and multiple -family dwelling service is for less than a quarterly period, the quarterly service charge will be prorated. (4) Automatic Sprinkler System. Delinquent Water Accounts All charges for water shall be due and payable within three weeks of the billing date specified by the Director of Finance: accounts shall be considered delinquent and subject to penalty of 10 percent if not paid within three weeks Section 9-103 Delinquent Water Accounts (continued) /903 -9z - of the billing date. Payments received within three (3) working days following the due day shall be deemed as paid within said period. It shall be the duty of the Director of Finance to endeavor to promptly collect delinquent accounts, and in all cases where satisfactory arrangements for payments have not then been made, the Superintendent shall be instructed to discontinue water service at the stop box. All delinquent accounts shall be certified by the City Clerk to the City Assessor who shall prepare an assessment roll each year providing for assessment of the delinquent amounts against the respective properties served, for collection as other taxes. Section 9-230. Rental Charges for use of Sewers. An annual charge is hereby imposed upon every person, firm or corporation whose premises are served by the sanitary sewer system of the City of St. Louis Park, either directly or indirectly, for the use of the facilities of the said sewer system and for connection therewith which charge shall be as hereinafter provided in Section 9- 231 of this ordinance. Said charge shall be payable as hereinafter provided in Section 9-232 and shall be subject to the penalities set forth in Section 9-231 hereof if not paid within twenty days after the billing date. Such charges for sewer service shall be a charge against the owner of the premises served, and all such charges which have been billed and not paid within thirty days after the due date stated on said bill shall be certified to the County Auditor of Hennepin County as an assessment against the property served for collection as other taxes. Section 9-231. Sewer Rental Rates. Charges for sewer service to residential and non-residential users within the City provided in Section 9-230 hereof for calendar year 1993 shall be: $1.10 per 100 cubic feet of water consumption as measured during the winter quarter (or otherwise determined in Section 9-231 (1), and a service charge of $2.78 monthly, or $ 8.33 quarterly per dwelling or account. Section 9-3c( Delinquent Garbage/Refuse Accounts. All charges for garbage/refuse service shall be due and payble within three weeks after the billing date; accounts shall be considered delinquent when not paid within three (3) working days following the due date. Such charges shall be a charge against the owner of the premise and shall be certified by the City Clerk to the City Assessor who shall prepare an assessment roll each year providing for assessment of the delinquent amounts against the respective properties served, for collection as other taxes. * Effective Date: This ordinance shall become effective December 31, 1992.
