ORDINANCE NO. 1882-92
AN ORDINANCE AMENDING THE ST. LOUIS PARK
ORDINANCE CODE RELATING TO ZONING BY
AMENDING SECTION 14-187
THE CITY OF ST. LOUIS PARK DOES ORDAIN:
Findings
Sec. 1. The City Council has considered the advice and recommendation of the
Planning Commission (Case No. 92-14-ZA).
Sec. 2. The Council has determined that this amendment to the St. Louis Park
Ordinance Code will adequately provide for the off-street parking requirements of police
stations and other land uses and will not result in congestion in the public rights-of-way.
Sec. 3. The St. Louis Park Ordinance Code, Section 14-187 is hereby amended to read
as follows:
Add Section 14-187(4)(gg)
Police Station
At least one stall for each 1,000 square feet of floor area.
Add Section 14-187(9)
Proof of Parking
For any parking lot for 100 vehicles or more, except those lots covered by Section 14-
187(4)(w), the property owner or tenant is only required to pave and stripe ninety
(90) percent of the required parking spaces if the following conditions are met:
1. A parking plan drawn to scale for the property is submitted to the Zoning
Administrator and the plan indicates that the site complies with the total
parking requirements stated above and with the parking lot design and
standards contained in Section 14-187(3).
2. The portion of the site which is not paved and is capable of containing the
amount of parking equal to the difference between the total amount of
required parking and the amount of parking required to be paved is known as
the proof of parking area and shall be suitably landscaped and curbed to meet
the requirements of Sections 14-187(2) and 14-187(3) of this Ordinance.
3. The proof of parking area shall be clearly delineated on the parking plan for
the site.
4. The paved portion of the parking area shall comply with Sections 14-187(2)
and 14-187(3) of this Ordinance.
5. The proof of parking area is not used to satisfy any other landscaping
requirement of this Ordinance, is not located in any other area on the site
which is required by the City codes or Ordinances to be used for other
purposes, and is not located in an area occupied by a building.
The property owner shall be responsible for informing any subsequent owner of the
property of the parking status of the property.
The City may, at its sole discretion, require that the proof of parking area be paved
and striped in such a way that it meets the requirements of Sections 14-187(2) and
14-187(3) to provide the total number of required parking spaces on the site.
Sec. 4. The contents of Planning Case File 92-14-ZA are hereby entered into and
made part of the public hearing record and the record of decision for this case.
Sec.5. This Ordinance shall take effect fifteen days after its publication.
