LOUIS PARK ORDINANCE CODE: SECTION 9-101 WATER RATES, SECTION 9-231 SEWER RENTAL RATES, AND SECTION 9-307 GARBAGE/REFUSE SERVICE RATES Section 9-101. Water Rates (1) Rates. The rate due and payable to the City by each water user within the City for water taken from the City water supply system shall be: (3) First 3,000 cubic feet $ .539 per 100 cu. ft. Next 47,000 cubic feet $ .502 per 100 cu. ft. Over 50,000 cubic feet $ .463 per 100 cu. ft. All charges for single - and multiple -family dwelling users shall be determined and payable on a quarterly basis, and all charges for commercial, industrial and institutional users shall be determined and payable on a monthly or quarterly basis provided, however, that there shall be a service charge to each water user for each quarter year period during which water service is furnished as follows: 1990 Service Charges Meter Size Monthly Quarterly 5/8 inch $ 2.81 $ 4.33 3/4 inch 3.13 5.26 1 inch 4.08 7.71 1-1/2 inch 6.01 13.02 2 inch 8.72 20.15 3 inch 15.34 37.94 4 inch 25.86 61.41 6 inch 49.97 120.39 8 inch 77.07 190.23 10 inch 105.82 256.43 12 inch 126.40 301.00 In case the meter is found to have stopped, or to be operating in a faulty manner, the amount of water used will be estimated in accordance with the amount used previously for the comparable period. Where single - and multiple -family dwelling service is for less than a quarterly period, the quarterly service charge will be prorated. Water bills shall be mailed to customers for the service periods set forth in Section 9-10 (1) and shall specify the water consumed and the charges in accordance with rates set forth in Section 9-101 (1) . A penalty of 10 percent shall be added to the amount due on any bill if not paid within three weeks after the billing date. Payments received within three (3) working days following the due date shall be deemed as paid within said period. (4) Automatic Sprinkler System. Where a connection is made to an automatic sprinkler system for a standby service only, a charge for such service shall be made on an annual basis as follows: 2 inch pipe connection $ 21.61 3 inch pipe connection 28.78 4 inch pipe connection 43.23 6 inch pipe connection 57.60 8 inch pipe connection 72.00 10 inch pipe connection 86.38 12 inch pipe connection 97.03 Section 9-103. Delinquent Water Accounts All charges for water shall be due and payable within three weeks of the billing date specified by the Director of Finance: accounts shall be considered delinquent and subject to penalty of 10 percent if not paid within three weeks of the billing date. Payments received within three (3) working days following the due day shall be deemed as paid within said period. It shall be the duty of the Director of Finance to endeavor to promptly collect delinquent accounts, and in all cases where satisfactory arrangements for payment have not then been made, the Superintendent shall be instructed to discontinue water service at the stop box. All delinquent accounts shall be certified by the City Clerk to the City Assessor who shall prepare an assessment roll each year providing for assessment of the delinquent amounts against the respective properties served, which assessment roll shall be delivered to the City Council for adoption on or before October 1st of each year. Section 9-231. Sewer Rental Rates Charges for sewer service to residential and nonresidential users within the City provided in Section 9-230 hereof shall be: $ .972 per 100 cubic feet of water consumption as measured during the winter quarter (or otherwise determined in Sec. 9-231 (1), and a service charge of $ 2.44 monthly, or $ 7.00 quarterly per dwelling or account. (2) A penalty of 10 percent shall be added to the amount due on any sewer bill if not paid within three weeks after the billing date. Payments received within three (3) working days following the due date shall be deemed as paid within said period. Section 9-307. Garbage/Refuse Service Rates A service charge for garbage/refuse collection including recycling service and grass/leaf collection service provided to residential dwelling units within the City shall be $ 60.78 per quarter ($ 20.26 per month). A dwelling unit shall include all residential dwellings with one through four living units except condominiums. 1 1 a Section 9-307. Garbage/Refuse Service Rates (continued). A recycling credit of $6.60 per quarter shall be deducted from the quarterly service charges for garbage/refuse collection for any residential dwelling units which participate in the recycling service at least three times in a billing quarter. A monthly service charges of $3.00 shall be added to the quarterly service charge for garbage/refuse collection for any residential dwelling unit which mixes grass/leaves with refuse. Charges for garbage/refuse service shall be a charge against the owner, lessee, occupant or all of them of the premises served any of whom shall be charged and billed for said service. Garbage/refuse bills will be mailed to customers for each quarter -year service period at the rate shown above. The proceeds from collection of these bills shall be placed in a separate fund. A penalty of 10 percent shall be added to the amount due on any bill if not paid within three weeks after the billing date. Payments received within three (3) working days following the due date shall be deemed as paid within said period. Delinquent Garbage/Refuse Accounts. All charges for garbage/refuse service shall be due and payable within three weeks after the billing date; accounts shall be considered delinquent when not paid within three (3) working days following the due date, shall be certified by the City Clerk to the City Assessor who shall prepare an assessment roll each year providing for assessment of the delinquent amounts against the respective properties served, which assessment roll shall be submitted to the City Council for adoption on or before October 1st of each year and for certification to the Hennepin County Auditor for collection as other taxes are collected.
