AN ORDINANCE VACATING CUL-DE-SAC ISLAND
AT THE SOUTH END OF PHILLIPS PARKWAY
THE CITY OF ST. LOUIS PARK DOES ORDAIN:
Section 1. A petition in writing signed by a majority of all of the owners of all property
abutting upon both sides of the cul-de-sac proposed to be vacated has been duly filed with
the City Clerk, requesting vacation of a portion of the cul-de-sac and the City Clerk has
furnished a copy of said petition to the City Manager who has reported filing of same to the
newspaper, the St. Louis Park Sailor, on September 20, 1989 as directed by the said notice
and has conducted a public hearing upon said petition and has determined that the portion
of the cul-de-sac is not needed for public purposes, and that it is for the best interest of the
public that said portion of the cul-de-sac be vacated.
Section 2. The following described portion of the cul-de-sac as now dedicated and laid
out within the corporate limits of the City of St. Louis Park, is vacated,however, no structure
shall be allowed on the parcel other than a sign monument or sculpture element:
That part of Phillips Parkway, formerly Decatur Avenue, as donated and
dedicated, in The Federation Addition, according to the recorded plat
thereof,lying within the circumference of a circle having a radius of 19.5 feet.
The center of said circle is described as follows:
Commencing at the southeast corner of said Phillips Parkway, formerly
Decatur Avenue; thence North 55 degrees 04 minutes 18 seconds West a
distance of 55.94 feet to the center of said circle, the easterly line of Phillips
Parkway, formerly Decatur Avenue, has a record bearing of north 20 degrees
23 minutes 51 seconds East.
reserving, however, an easement for street purposes and a utility easement for any and all
publicly or privately owned public utilities, including but not limited to water, sewer, storm
sewer, drainage, electric, telephone, telegraph, and gas, in and over the entire vacated
street.
Section 3. The City Clerk is instructed to record certified copies of this ordinance in
the Office of the Hennepin County Register of Deeds or Registrar of Titles as the case may
be.
Section 4. This ordinance shall take effect fifteen days after its publication.
