HomeMy WebLinkAbout1784-89 - ADMIN Ordinance - City Council - 1989/04/17ORDINANCE NO. 1784-89 An ordinance amending the St. Louis Park Municipal Code relating to the operation of a cable television system in St. Louis Park amending Section 9-7190)+ , "Complaint Procedures." The City of St. Louis Park does ordain: The St. Louis Park Municipal Code, Section 9-719C2440 is hereby amended to read: Section 9-71900. Nortel Cable TV Complaint Procedure. Any person may file written complaints regarding any aspect of the cable tv system at the office of the City Manager or with the cable company. A complaint rceived by the City will be handled in a responsive manner and reported to the Citizens Cable TV Commission.The City shall be accountable for complaints that relate to compliance with the franchise ordinance. The cable company shall be accountable for complaints related to service, programming, rates, billing, equipment and/or competition. Upon complaint to the company by any person, either at its office, by letter or by telephone, the company shall promptly make an appropriate investigation and advise the complaintant of the results thereof as set forth in this franchise ordinance. If the person is dissatisfied with the results, the company shall advise the complaintant of the complaint procedures as set forth as follows: 1. Customer Service Representative ("CSR") receives customer complaint, analyzes concern and either: a. Resolves complaint and enters on complaint log, or b. Refers customer to CSR supervisor for further action. -- If customer requests specific department head, customer is directed to that individual 2. CSR' Supervisor reviews customer complaint with CSR and determines appropriate action as follows: a. Speaks to the customer directly and acts as intermediary to resolve situation and followup on subsequent action. If necessary, call is referred to specific department head with CSR Supervisor involved on followup to insure resolution. CSR Supervisor includes complaint on complaint log. b. If customer believes complaint is not resolved, he or she is referred to other management personnel. 3. Assistant General Manager is involved if customer so requests a next step in chain of management as follows: a. Bring situation to General Manager's attention for resolution if necessary. b. Directs resolution if complaint requires extraordinary measures for resolution. c. Customer is referred to General Manager or other company officials if a customer so requests. Assistant General Manager notes complaint in complaint log. 4. General Manager will speak with any customer at any time pending availability. All customer calls will be returned by General Manager if customer so requests. a. General Manager represents final local authority for resolution of customer complaints. b. Customer is informed that he or she may write to other company officials or local office for further resolution if they should so desire. All customers who wish to speak to any member of the company's local management staff may do so at any time depending upon the availability of management representative. If a particular representative is unavailable, an attempt will be made to return the customer's call within the same business day if the customer is so available. Effective date: This ordinance becomes effective 15 days after its publication.
