LOUIS PARK MUNICIPAL CODE, AMENDING SECTION 1-102, ADDING SECTION 1-207, AND RENUNEERING SECTION 1-208. THE CITY OF ST. LOUIS PARK DOES ORDAIN: Section 1. The St. Louis Park Municipal Code, Section 1-102, is hereby amended by addition of "Office of the City Clerk" to read as follows: Section 1-102. Departmental Organization. The administrative services of the City shall be divided into the following divisions, departments, offices and heads thereof, and said divisions, departments, offices, and positions are hereby established: Division of Finance Director of Finance Office of the treasurer Treasurer Accounting Asst. Finance Director Assessing City Assessor (Div. of Fin. amended by Ord. 1618-84, 2-6-84) Office of City Clerk City Clerk Division of Safety Services Coordinator of Safety Services Police Director of Police Services (Police Chief) Fire Director of'Fire Services (Fire Chief) Inspectional Services Director of Inspectional Services Civil Defense Director of Civil Defense Division of Public Works Director of Public Works Engineering r City Engineer Water and Sewer Supt. of Water & Sewer Maintenance Services Director of Maintenance Services Division of Legal Services City Attorney Department of Recreation Recreation Director Department of Planning Planning Director Section 2. The Municipal Code is amended by the addition of Section 1-207 to read as follows: Section 1-205. Department of Recreation. The Department of Recreation shall be administered by the Recreation Director who shall be responsible to the City Manager for all matters pertaining to the planning and administration of a public recreation program and the operation of the Recreation Center. The Recreation Director shall also assist City advisory commissions on matters relating to park and recreation functions. Section 1-206. Department of Planning. The Department of Planning shall be administered by the Director of Planning who shall be responsible to the City Manager for the administration of zoning and subdivision ordinances, preparation and review of development plans, evaluation of information relative to development and implementation of the Comprehensive Plan. The Planning Director shall also provide technical assistance and staff services to the Planning Commission, Board of Zoning Appeals, Housing and Redevelopment Authority, and other City advisory boards and commissions, as directed. Section 1-207. Office of City Clerk. The Office of the City Clerk shall be administered by the City Clerk who shall be responsible to the City Manager to administer, oversee and perform records management; issue licenses; process contracts and bids; process claims and lawsuits; act as liaison between the City and insurance carriers; codify ordinances; and manage all elections assuring conformance with applicable statutes. Section 3. The Municipal Code is amended by the renumbering of former Section 1-207 to 1-208, to read as follows: Section 1-208. Indemnification. The City shall indemnify and provide d—efense for any employee or -o Ticer, whether elective or appointive, against any claims or suits arising out of an alleged act or omission within the scope of employment or official duties to the extent required by law. This obligation is subject to the liability, limita- tions set forth in Minnesota Statutes Section 466.04 (1984). The City may obtain insurance to discharge its obligations under this section, but these obligations remain in effect whether or not insurance is obtained. The provisions of this section requiring indemnification do not apply in the case of malfeasance in office or willful or wanton neglect of duty. (Sec. 1-207 added by Ord. 1676, 3/17/86) t Section 4.
