AN ORDINANCE RELATING TO THE FILING OF COPIES OF THE STATE BOND AND
INSURANCE BY WATER SOFTENER INSTALLERS, ADOPTING NEW FEE SCHEDULES
FOR BUILDING CONSTRUCTION, PLUMBING, MECHANICAL AND ELECTRICAL; DELETING
FEE SCHEDULES FOR BUILDING CONSTRUCTION, PLUMBING, MECHANICAL AND ELECTRICAL;
ADDING REQUIREMENTS RELATING TO EXPIRATION OF PERMITS AND CONTRACT PRICE AND
RENUMBERING CERTAIN EXISTING SECTIONS BY AMENDING SECTIONS 15-211.102(1),
15-240, 15-241, 15-242, 15-250, 15-252, 15-254 AND 15-262; ADDING SECTIONS
15-241.101, 15-242.101, 15-242.102, 15-242.103, 15-242.104, 15-242.105,
15-253.103, 15-253.104, 15-253.105, 15-253.106, 15-253.107, 15-262.101,
15-262.102, 15-262.103, 15-262.104 AND 15-262.105; AMENDING AND RENUMBERING
SECTIONS 15-253(a) & (b) AND RENUMBERING 15-253(g) & (h).
THE CITY OF ST. LOUIS PARK DOES ORDAIN:
Section 1. The St. Louis Park Municipal Code Section 15-211.102, Item 1 is
amended as follows:
Section 15-211.102. Permit Fees.
(1) Building Permit Fees. A fee for each building permit shall be paid to
the City as set forth in the following table and such permit fee shall
be based on building valuation determined by the use of current
building valuation data provided by the Building Codes and Standards
Division of the Minnesota Department of Administration.
Where work, for which a permit is required by this Building Code, is
started or proceeded prior to obtaining said permit, the fees
specified in this table shall be doubled, but the payment of such
double fee shall not relieve any persons from fully complying with the
requirements of this Building Code in the execution of the work nor
from any other penalties prescribed herein.
A plan review fee of 65% of the building permit fee shall be paid to
the City at the time of submitting plans and specifications.

Plan review fee shall be 65% of the building permit.
(State surcharge is .0005 of building valuation under $1,000,000, or 50 c,
whichever is greater. For valuations over $1,000,000, call Inspections
Department for the surcharge fee.)
(The Metropolitan Waste Control Commission's Sewer Availability Charge is
required for all new construction and certain alterations and additions.)

Section 2. The St. Louis Park Municipal Code Section 15-240, Items 1 and 2
are amended as follows:
Section 15-240. Scope and Application of Plumbing Code. No person shall
construct, extend, alter or repair any plumbing work within the City of St.
Louis Park unless in compliance with the provisions of this Code. The
regulations contained in this Code shall be held to include and govern all work
done and materials used:
(1) In installing plumbing fixtures and plumbing work which serves a
special purpose, whether connected directly or indirectly to any waste
line or stack, water pipe, main or distribution system including but
not limited to domestic and fire protection water systems; provided
that persons installing certain fire protection water systems may be
required to obtain permits under' the building fee schedule;
(2) In connecting or repairing any system of drainage whereby foul, waste
or surplus water, sewage or other fluid is discharged or proposed to
be discharged through a pipe or pipes from any building, premises or
establishment into any public or building sanitary or storm sewer,
drain, sump, cesspool, or other receptacle, or into any natural or
artificial watercourse flowing through private or public property.
Section 3. The St. Louis Park Municipal Code Section 15-241 is amended as
follows:
Section 15-241. Permit Issuance and Insurance and Bond Designation
(1) Permit Issuance. It shall be unlawful for any person to do any
plumbing work without first obtaining a permit therefor from the City;
such permits shall be issued by the City only to persons licensed as
plumbers by the City, or to persons making application to do any such
work wholly within a residence owned and occupied by the applicant to
whom the permit is to be issued. Permits for the installation of
water softeners in single family dwellings shall also be issued to
state licensed, bonded and insured water softener instal 1 ers. For
each permit to an unlicensed owner -occupant, there shall be charged an
additional fee of 50 percent of the total fee required by this
ordinance.
Section 4. The St. Louis Park Municipal Code is amended by adding Section
15-241.101.
Section 15-241.101. Bond and Insurance - Water Softener Installers. Water
softener installers shall file a copy of their State bond and insurance
with the St. Louis Park Department of Inspections.
Section 5. The St. Louis Park Municipal Code Section 15-242 is amended as
follows:

Section 15-242. Permit Fees. The fees for such permits shall be as follows:
(1) Minimum Fees. In no case shall the fee charged for any permit issued
under this Ordinance be less than $20 except for single-family houses
in which case it shall not be less than $15.
(2) Fee Schedule. Permit fees shall be paid to the City as set forth in
the following schedule:

Section 6. The St. Louis Park Municipal Code is amended by adding Section
15-142.101.
Section 15-242.101. Expiration of Permits and Renewal. Any plumbing permit
sha l 1 expire one year after date of issuance. Such permit may be renewed for
the same work within thirty (30) days after date of expiration -for a fee of
fifty (50) percent of the original fee.
Section 7. The St. Louis Park Municipal Code is amended by adding Section
15-242.102.
Section 15-242.102. Contract Price. When used to determine a permit fee, the
terms "contract price" or "estimated cost" shall mean the sum of all materials,
equipment, labor, profit and installation costs necessary for the complete
installation of the system and components involved. When any materials,
equipment, labor, profit or installation are furnished by an owner, tenant,
lessee of the property or by any other party, the reasonable market value of
such items shall be added to the estimated cost or contract price for permit fee
purposes.
Section 8. The St. Louis Park Municipal Code is amended by adding Section
14-242.103.
Section 14-242.103. Revision of Contract Price or Estimated Cost. The contract
price or estimated cost shall be subject to review by the Department of
Inspections. If the contract price or estimated cost is not deemed to reflect
the true cost of the work to be done, it shall be revised and the applicant
shall pay the permit fee based upon such revision. If the actual cost of the
work done exceeds the estimated cost, the permittee shall report the actual cost
of the work to the Department of Inspections, and the permit fee for that work
shall be revised. The permittee shall then pay any additional fee computed on
the basis of the actual cost of the work done.

Section 9. The St. Louis Park Municipal Code is amended by adding Section
15-242.104.
Section 15-242.104. Contractor Responsibility. Where an installation,
addition, or alteration of any system involves more than one contractor, each
contractor shall be responsible for obtaining a permit and paying the fee for
his proportionate share of the work.
Section 10. The St. Louis Park Municipal Code is amended by adding Section
15-242.105.
Section 15-242.105. Contract Price Verification. The City may require the
submission of any signed contracts or other proof of contract price.
Section 11. The St. Louis Park Municipal Code Section 15-250 is amended as
follows:
Section 15-250. Scope and Application. From and after the effective date of
this ordinance, no person shall construct, install, repair or alter any heating,
ventilating, refrigeration or air conditioning plant or equipment or piping or
repair any existing heating, ventilating, refrigeration, air conditioning plant,
gas burning device, liquid or gaseous storage tank facilities, including piping
and distribution systems and related equipment unless in compliance with the
provisions of this Code.
Section 12. The St. Louis Park Municipal Code Section 15-252 is amended as
follows:
Section 15-252. Permits. It shall be unlawful for any person to construct or
install, alter, replace or repair any heating, ventilating, air conditioning or
refrigeration plant or equipment, gas burning device, liquid or gaseous storage
tank facilities including piping and distribution systems and related equipment
within the corporate limits of the City without first obtaining a permit
therefor from the City. Such permits shall be issued by the City only to
persons licensed under Section 13-220 of the St. Louis Park_Ordinance Code or to
persons making application to do any such work wholly within a residence owned
and occupied by the applicant tc whom the permit is to be issued. For each
permit to an unlicensed owner -occupant there shall be charged an additional fee
of 50 percent of the total required by this Ordinance.
Section 13. The St. Louis Park Municipal Code Section 15-253 item (a) and
item (b) are amended and renumbered as follows:

Section 15. The St. Louis Park Municipal Code is amended by renumbering
Section 15-253, item (g) to Section 15-253.101.
Section 15-253.101. Architectural Finish for Outside Chimneys. Chimneys shall
be constructed and enclosed according to the rules and regulations found in
the State Building Code and the City Ordinance Code.
Section 16. The St. Louis Park Municipal code is amended by renumbering
Section 15-253, item (h) to Section 15-253.102.
Section 15-253.102. No Permit - Minor Repair Work. A permit will not be
required for service work, repairs or replacement of components or controls of
any existing heating, ventilation, air conditioning or refrigeration system if
all the following requirements are met:
1) ,The total cost of service and labor charges is less than $100;
2) There is no change in the type or method of control; and
3) There is no increase in the required capacity, rating or BTU input of
the system or equipment.
Section 17. The St. Louis Park Municipal Code is amended by adding Section
15-253.103.
Section 15-253.103. Expiration of Permit and Renewal. Any mechanical permit
shall expire one year after date of issuance. Such permit may be renewed for
the same work within thirty (30) days after date of expiration for a fee of
fifty (50) percent of the original fee.
Section 18. The St. Louis Park Municipal Code is amended by adding Section
15-253.104.

Section 22. The St. Louis Park Municipal Code Section 15-254 is amended as
follows:
Section 15-254. Inspections. Upon the completion of permitted work requiring
inspection, the heating, air conditioning, refrigeration,
storage tank and related equipment, gas burning device or piping permit holder
contractor shall immediately notify the Department of Inspections that the work
is ready for inspection. No portion of any mechanical system intended to be
concealed shall be concealed until inspected and approved. It shall be the.duty
of the person requesting inspections required by this code to provide access to
and means for proper inspection of such work. When the installation of a
mechanical system is complete, an additional and final inspection shall be made.
Section 23. The St. Louis Park Municipal Code Section 15-262 is amended as
follows:
Section 15-262. Permit Fees. The fees for electrical permits shall be as
follows:

15-262.101.

Section 29. Penalty. Any person violating the provisions this ordinance
shall be guilty of a misdemeanor and upon conviction shall be punished in
accordance with Section 2-203 of the St. Louis Park Municipal Code.
Section 30. Effective Date. This ordinance shall take effect 15 days
