ORDINANCE NO. 1625-84
AN ORDINANCE RELATED TO VEHICLE WEIGHT LIMITATIONS AND
TRAFFIC CONTROL DEVICES: AMENDING THE ST. LOUIS PARK MUNI-
CIPAL CODE, SECTIONS 10-202, 10-203 and 10-204; ADDING A
NEW SECTION 10-203; RENUMBERING FORMER SECTIONS 10-203 AND
10-204
THE CITY OF ST. LOUIS PARK DOES ORDAIN:
Section 1. The St. Louis Park Municipal Code, Sections 10-202,
10-203 and 10-204, is amended to read as attached:
Sec. 2. The St. Louis Park Municipal Code is amended by adding
a new Section 10-203 to read as attached:
Sec. 3. The St. Louis Park Municipal Code is amended by
renumbering Sections 10-203 and 10-204 as 10-204 and 10-205 as attached:
Section 10-202. Permit to Exceed Weight Limitations. Any vehicle or
combination of vehicles may be operated upon the highways of the City, -
excepting state trunk highways,in excess of the weight limits prescribed
as follows:
SINGLE AXLE 8,000 pounds
(during weight -restriction periods with the exceptions
listed in Section 10-203 below).
SINGLE AXLE 14,000 pounds
(during nonrestricted periods with the exceptions
listed in Section 10-203 below).
The owner thereof shall first secure from`the Director of Public Works a
certificate setting forth the route or routes and the conditions under
which such vehicle or combination of vehicles may be operated, and such
vehicle or combination of vehicles shall thereafter be so operated in
accordance with the terms of such certificate.
The Director of Public Works is hereby empowered, and it is hereby made his
duty to issue or deny, or to issue in modified form, such certificates
upon application and to prescribe therein the route or routes and the
conditions for operations under each such certificate, and in determining
such route or routes and such conditions, the Director of Public Works
shall permit maximum use of the particular highways and bridges consistent
with the maximum capacity of such highways and bridges as determined in
accordance with highway engineering practice.
The Director of Public Works shall have the power to revoke or to modify
the terms of any existing certificate at any time in the event of opera-
tions in violation of any such certificate or in the event of changed
conditions requiring such action. The original or a correct copy of the
certificate under which operations are being conducted shall be carried at
all times in the driver's cab or any vehicle or combination of vehicles
while the same is being operated thereunder.

Section 10-203. Vehicle Operation Restrictions. During the period of
March 1 to May 15 of any year, no vehicles shall operate upon the streets
or highways within the City if the gross weight of any single axle exceeds
8,000 Qounds unless there is posted on the City street or highway an
appropriate sign indicating a higher permissable moss weight. During the
unrestricted period of any year, no vehicle shall operate upon the streets
or highways within the City if the gross weight of any single axle exceeds
14,000 pounds unless there is posted on the City street or highway an
appropriate sign indicating a higher permissable gross weight. The Director
of Public Works may prohibit the operation of vehicles upon any public street
or highway within the City, or impose further restrictions as to the
weight of vehicles to be operated upon said street or highway, whenever
that street or highway may be seriously damaged or destroyed by vehicular
use including but not limited to deterioration, usage, rain, snow or
other climatic condition.

Section 10-204. Traffic Control Devices to be Erected. The Director
of Public Works is hereby authorized and directed to secure, post and
keep traffic control signs, signals and devices in form prescribed by
the Commissioner of Transportation of the State of Minnesota when and
as required by resolution of the City,Council.
No driver of a vehicle, or person riding on animal or bicycle shall
disobey the instructions of any traffic control signs, signals and
devices.

Section 10-205. Existing Devices. Existing traffic control signs,
signals and devices which have been posted by direction of the City
Council, the Chief of Police, or the Director of Public Works shall be
recognized as properly placed under this ordinance until changed by
proper direction of the Director of Public Works.

Sec. 4. Persons violating the provisions of this ordinance
shall be guilty of a misdemeanor.
Sec. 5. This ordinance shall take effect 15 days after its
public talc ion.

• (2) Said newspaper is a weekly and is distributed at least once every week (3) Said newspaper has 50%
of its news columns devoted to news of local Interest to the community which It purports to serve and does
not wholly duplicate any other publication and Is not made up entirely of patents, plate matter and
advertisement (4) Said newspaper is circulated In and near the municipalities which It purports to
serve, has at least 500 copies regularly delivered to paying subscribers, has an average of at least 75%
of its total circulation currently paid or no more than three months In arrears and has entry as second-
class matter in Its local post -office (5) Said newspaper purports to serve the City of St Louis Park,
Golden Valley School District No 275 and Robbinsdale School District No 281 In the County of Hennepin
and it has its known office of Issue in the City of Hopkins In said county, established and open during its
regular business hours for the gathering of news, sale of advertisements and sale of subscriptions and
maintained by the managing officer of said newspaper or persons in Its employ and subject to his
direction and control during all such regular business hours and devoted exclusively during such regular
business hours and at which said newspaper Is printed (8) Said newspaper files a copy of each Issue
immediately with the State Historical Society. (7) Said newspaper Is made available at single or
subscription prices to any person, corporation, partnership or other unincorporated association
requesting the newspaper and making the applicable payment (8) Said newspaper has complied with all
foregoing conditions for at least one year preceding the day or dates of publication mentioned below (9)
Said newspaper has filed with the Secretary of State of Minnesota prior to January 1, 1988 and each
January 1 thereafter and affidavit in the form prescribed by the Secretary of State and signed by the
managing officer of said newspaper and sworn to before a notary public stating that the newspaper is a
