ORDINANCE NO. 1614
AN ORDINANCE RELATED TO WATER, SEWER AND GARBAGE/REFUSE
RATES: AMENDING THE ST. LOUIS PARK MUNICIPAL CODE,
SECTIONS 9-101(1)(4), 9-231 & 9-307; ADDING SECTION 9-101(6)
THE CITY OF ST. LOUIS PARK DOES ORDAIN:
Section 1. The St. Louis Park Municipal Code, Section 9-101(1), is
amended to read:
Section 9-101. Water Rates
(1) Rates. The rate due and payable to the City by each water
user within the City for water taken from the City water
supply system shall be:
First 100,000 cubic feet $.443 per 100 cu. ft.
Next 300,000 cubic feet $.430 per 100 cu. ft.
Over 400,000 cubic feet $.417 per 100 cu. ft.
111 r- All charges for single and multiple family dwelling users
shall be determined and payable on a quarterly basis, and all
charges for commercial, industrial and institutional users
shall be determined and payable on a monthly or quarterly
basis, provided; however, that there shall be a minimum charge
to each water user for each quarter year period during which
water service is furnished as follows:

In case the meter is found to have stopped, or to be operating
in a faulty manner, the amount of water used will be estimated
in accordance with the amount used previously for the
comparable period.
Where single and multiple family dwelling service is for less
than a quarterly period, the quarterly minimum charge will be
prorated.
Sec. 2. The St. Louis Park Municipal Code, Section 9-101(4), is amended
to read:
(4) Automatic Sprinkler System. Where a connection is made to an
automatic sprinkler system for a standby service only, a
charge for such service shall be made on an annual basis as
follows

6 inch pipe connection 46.00

Sec. 3. The St. Louis Park Municipal Code, Section 9-101(6), is added
to read:
(6) Revision of Water Rates. The City Council reserves the right
to adjust the rates provided in the foregoing section from
time to time.
Sec. 4. The St. Louis Park Municipal Code, Section 9-231 first
paragraph, is amended to read:
Section 9-231. Sewer Rental Rates. Charges for sewer service to
residential and nonresidential users within the City provided in Section
9-230 hereof shall be: $.935 per 100 cubic feet of water consumption as
measured during the winter quarter (or as otherwise determined in
Section 9-231 (1) or a minimum of $15.17 quarterly per dwelling unit or
account).
Sec. 5. The St. Louis Park Municipal Code, Section 9-307, is amended to
read:
Section 9-307. Garbage/Refuse Service Rates and Bills. A service
charge for garbage/refuse collection and recycling service provided to
residential dwelling units within the City shall be $18.38 per living
unit for each quarter year. A dwelling unit shall include all
residential dwellings with one through four living units except
condominiums.
Charges for garbage/refuse service shall be a charge against the owner,
lessee, occupant, or all of them of the premises served, any of whom
shall be charged and billed for the said services.
Garbage/refuse bills will be mailed to customers for each quarter year
service period at the rate shown above. The proceeds from collection of
these bills shall be placed in a separate fund. A penalty of 10 percent
shall be added to the amount due on any bill if not paid within 20 days
after the billing date. Payments received by mail postmarked on or
before the twentieth day after billing shall be deemed as paid within
said period.
Delinquent Garbage/Refuse Accounts. All charges for garbage/refuse
service shall be due and payable within 20 days after the billing date;
accounts shall be considered delinquent when not paid within this 20 day
period and shall be certified by the City Clerk to the City Assessor who
shall prepare an assessment roll each year providing for assessment of
the delinquent amounts against the respective properties served, which
assessment roll shall be submitted to the City Council for adoption on
or before October 1st of each year and for certification to the Hennepin
County Auditor for collection as other taxes are collected.
Revision of Garbage/Refuse Rates. The City Council reserves the right
to adjust the rates provided above from time to time.
Sec. 6. This ordinance shall take effect January 1, 1984.

D K MORTENSON, being duly sworn, on oath says he is and during all times here stated has been the
vice president and general manager of the newspaper know as The St Louis Park Sun and has full
knowledge of the facts herein stated as follows (1) Said newspaper is printed in the English language in
newspaper format and in column and sheet form equivalent in printed space to at least 900 square inches
(2) Said newspaper is a weekly and is distributed at least once every week (3) Said newspaper has 50%
of its news columns devoted to news of local interest to the community which it purports to serve and does
not wholly duplicate any other publication and is not made up entirely of patents, plate matter and
advertisement (4) Said newspaper is circulated in and near the municipalities which it purports to
serve, has at least 500 copies regularly delivered to paying subscribers, has an average of at least 75%
of its total circulation currently paid or no more than three months in arrears and has entry as second-
class matter in its local post -office (5) Said newspaper purports to serve the City of St Louis Park,
Golden Valley School District No 275 and Robbinsdale School District No 281 in the County of Hennepin
and it has its known office of issue in the City of Hopkins in said county, established and open during its
regular business hours for the gathering of news, sale of advertisements and sale of subscriptions and
maintained by the managing officer of said newspaper or persons in its employ and subject to his
direction and control during all such regular business hours and devoted exclusively during such regula,
business hours and at which said newspaper is printed (6) Said newspaper files a copy of each issue
immediately with the State Historical Society (7) Said newspaper is made available at single or
subscription prices to any person, corporation, partnership or other unincorporated association
requesting the newspaper and making the applicable payment (8) Said newspaper has complied with all
foregoing conditions for at least one year preceding the day or dates of publication mentioned below (9)
Said newspaper has filed with the Secretary of State of Minnesota prior to January 1, 1966 and each
January 1 thereafter and affidavit in the form prescribed by the Secretary of State and signed by the
managing officer of said newspaper and sworn to before a notary public stating that the newspaper is a
legal newspaper
He further states on oath that the printed Ordinance No. 1614
hereto attached as a part hereof was cut from the columns of said newspaper and was printed
and published therein in the English language, once each week, for_ClII.S_successive weeks,
that it was first so published on Wed the 1 4 day of Dec 19 83
and was thereafter printed and published on every to and including
the day of 19 and that the following is a printed copy
