ORDINANCE NO. 1599
AN ORDINANCE AMENDING THE ST. LOUIS PARK MUNICIPAL CODE
TO CONFORM WITH CURRENT SECTIONS OF THE CITY CHARTER
RELATED TO THE PRESIDING OFFICER, NOMINATIONS, and
PURCHASES AND CONTRACTS
THE CITY OF ST. LOUIS PARK DOES ORDAINN:
Section 1. Sections 2-104, 4-301, 5-201(4)(6) & 5-202(4) of
the St. Louis Park Municipal Code are amended to read as attached:

each month, the City Manager shall submit to the Council a cumulative
listing of petitions awaiting report. All reports, communications,
ordinances, resolutions, contract documents or other matters to be
submitted to the Council shall, before Monday noon of the week prior to
each Council meeting, be delivered to the City Manager who shall immediately
arrange a list of such matters according to the order of business and
furnish each member of the Council, the City Manager and the City Attorney
with a copy of the same prior to the Council meeting, and as far in
advance of the meeting as time for preparation will permit. No matters
shall be presented to the Council by administrative officials except with
approval of the City Manager. Any business brought before the Council,
including hearings and matters adjourned or referred to a specified
meeting and not disposed of by motion or resolution, or postponed by formal
action entered in the minutes to a definite date, shall be deemed indefinitely
tabled and may be acted upon at any subsequent meeting held within the same
calendar year.
Section 2-104. The Presiding Officer. The presiding officer of the Council
shall be the Mayor, or in his absence or disability, the Mayor pro tem.
The presiding officer shall preserve strict order and decorum at all regular
and special meetings of the Council. He shall state every question coming
before the Council, announce the decision of the Council on all subjects
and decide all questions of order, subject however, to an appeal to the
Council in which event a majority vote of the Council shall govern and con-
clusively determine such question of order. He shall vote on all questions,
his name being called last. He shall sign all ordinances and resolutions
adopted by the Council during his presence.
In the case of absence or disability of the Mayor and the Mayor pro tem,
the oldest Councilman in age present shall call the Council to order,
whereupon a temporary presiding officer shall be elected by the members of
the Council present. Upon the arrival of the Mayor or Mayor pro tem, the
temporary presiding officer shall immediately relinquish the chair upon
the conclusion of the business immediately before the Council.
Section 2-105. Roll Call. Before proceeding with the business of the
Council, the Secretary of the Council shall call the roll of the members,
and the names of those present shall be entered in the minutes.
Section 2-106. Quorum. A majority of all the members elected to the
Council shall constitute a quorum at any regular or special meeting of the
Council, but a less number may adjourn from time to time. In the absence
of a quorum, the presiding officer shall, at the insistance of any
members present, compel the attendance of absent members.
Section 2-107. Order of Business. Promptly at the hour set on the day of
each regular meeting, the members of the Council, the Secretary of the
Council, the City Attorney and City Manager shall take their regular
stations in the Council Chambers and the business of the Council shall be
taken up for consideration and disposition in the following order:

Section 4-301. Nominations by Petition. The mode of nomination
for all eligible officers provided by the City Charter shall be by
petition as provided for by Sections 4.06 and 4.07 of said Charter.
No elector shall sign petitions for more candidates than the number
of places to be filled at the election, and should he do so his
signature shall be void as to the petition or petitions last filed.
All nomination petitions shall be in the hands of the City Clerk at
least 90 days prior to the general election and shall be filed in
the office of the Clerk in the City Hall prior to the end of the last
business day preceding the 90th day prior to the election. Each
petition when presented to the Clerk must be accompanied by a $20
filing fee.
Section 4-302. Financial Statements to be Filed. Every candidate
for nomination at a primary city election, and every candidate for
election at a special or at a general municipal election, and the
secretary of every personal campaign committee or other campaign
committee for any candidate at any such election shall, on or before
the 30th day following any such primary, special or general election
in the City of St. Louis Park, file with the City Clerk a financial
statement verified upon the oath of such candidate or secretary of
such personal campaign committee or other campaign committee, as
the case may be, which statement shall show:
(1) The total amount of money, and value of all property
and every other thing of value, and every promise
or pledge of property, money, or other thing of
value, received by such candidate or committee,
the proceeds of which the candidate or committee
used, or was at liberty to use for political

(3) A tabulation of all bids received shall be prepared
for submission to the City Council, and when
completed shall be open to public inspection.
Contracts involving public improvements or
construction work of any kind shall be submitted
to the Public Works Division for tabulation,
contracts for purchase of supplies and any other
contractors or purchases shall be tabulated as
directed by the City Manager.
(4) The City Manager shall have authority to reject
all bids involving $10,000 or less and the City
Council shall have authority to reject all bids
involving more than $10,000.

Section 2. Effective Date. This ordinance shall take effect
June 28, 1983.

D K MORTENSON, being duly sworn, on oath says he is and during all times here stated has been the
vice president and general manager of the newspaper know as The St Louis Park Sun and has full
knowledge of the facts herein stated as follows (1) Said newspaper is printed in the English language in
newspaper format and in column and sheet form equivalent in printed space to at least 900 square inches
(2) Said newspaper is a weekly and is distributed at least once every week (3) Said newspaper has 50%
of its news columns devoted to news of local interest to the community which it purports to serve and does
not wholly duplicate any other publication and is not made up entirely of patents, plate matter and
advertisement (4) Said newspaper is circulated in and near the municipalities which it purports to
serve, has at least 500 copies regularly delivered to paying subscribers, has an average of at least 75%
of its total circulation currently paid or no more than three months in arrears and has entry as second-
class matter in its local post -office (5) Said newspaper purports to serve the City of St Louis Park,
Golden Valley School District No 275 and Robbinsdale School District No 281 in the County of Hennepin
and it has its known office of issue in the City of Hopkins in said county, established and open during its
regular business hours for the gathering of news, sale of advertisements and sale of subscriptions and
maintained by the managing officer of said newspaper or persons in its employ and subject to his
direction and control during all such regular business hours and devoted exclusively during such regula
business hours and at which said newspaper is printed (6) Said newspaper files a copy of each issue
immediately with the State Historical Society (7) Said newspaper is made available at single or
subscription prices to any person, corporation, partnership or other unincorporated association
requesting the newspaper and making the applicable payment (8) Said newspaper has complied with all
foregoing conditions for at least one year preceding the day or dates of publication mentioned below (9)
Said newspaper has filed with the Secretary of State of Minnesota prior to January 1, 1966 and each
January 1 thereafter and affidavit in the form prescribed by the Secretary of State and signed by the
managing officer of said newspaper and sworn to before a notary public stating that the newspaper is a
legal newspaper
He further states on oath that the printed Ordinance No. 1 599
hereto attached as a part hereof was cut from the columns of said newspaper, and was printed
and published therein in the English language, once each week, for One successive weeks,
that it was first so published on Wed the 15 day of June
and was thereafter printed and published on every

of the lower case alphabet from A to Z, both inclusive, and is hereby acknowledged as being the size and
kind of type used in the composition and publication of said notice, to wit
