ORDINANCE NO. 1550
AN ORDINANCE ESTABLISHING A MORATORIUM FOR CERTAIN
PARCELS OF LAND IN THE EXCELSIOR BOULEVARD
REDEVELOPMENT PROJECT AREA
THE CITY OF ST. LOUIS PARK DOES ORDAIN:
Section 1. The City Council and Housing and Redevelopment Authority of St.
Louis Park, Minnesota, have adopted an Urban Renewal Plan for the Excelsior Boulevard
Redevelopment Project, and circumstances related to land use controls and development
in the area are as follows:
a. The City has zoned the area Planned Unit Development
b. The Housing and Redevelopment Authority has entered into a
Letter of Intent for the redevelopment of a portion of the area
c. The Planning Department is directed to study any amendments to
the official controls which may be necessary to accomplish the
. purposes of the Urban Renewal Plan
d. The public interest will be served by placement of a moratorium
on certain types of development on parcels included in the
redevelopment proposal
Section 2. The City Council hereby finds and declares° a need for a building
moratorium on certain properties as hereinafter described and regulated:
That no building permits shall be issued in those areas indicated on
Attachment A for a period of six months terminating on November 19,
1982, except -
1) Permits for modification which do not exceed
a building permit value of $10,000
2) Permits necessary to correct structural or safety
hazards
3) Permits which the Planning Director determines
will not have an adverse impact on the study
or development of the area.

Section 3. This ordinance shall take effect fifteen days after its publication.
