AN ORDINANCE REDETERMINING ST. LOUIS PARK WARD BOUNDARIES
FOLLOWING 1980 DECENNIAL CENSUS OF THE UNITED STATES AND
CONFIRMING BOUNDARIES ESTABLISHED BY ORDINANCE NO. 1211
ADOPTED MARCH 5, 1973
THE CITY OF ST. LOUIS PARK DOES ORDAIN:
Section 1. The 1980 Decennial Census of the United States has been
completed and a copy thereof has officially been filed with the
Secretary of State, State of Minnesota. The City Charter, Section 2.03,
"Elective Officers," requires that after each decennial census the
Council shall redetermine ward boundaries.
Section 2. In accordance with the aforementioned Charter provision,
the City Council hereby determines that the existing wards established
under Ordinance No. 1211, adopted March 5, 1973, substantially conform
to the Charter requirement, and that the population and size of each
ward are as near equal as is practicable, and the City Council further
redetermines the ward boundaries shall remain as previously established
by said Ordinance No. 1211.
Section 3. Pursuant to the above, the City Council hereby reaffirms
that the City be divided into four separate wards and reconfirms that
Sections 4-101 - 4-104,inclusive, of the City's Ordinance Code read as
follows:
CHAPTER 4: ELECTIONS
PART 1 - Wards
Section 4-101. Ward Lines Established. Ward lines of the City are hereby
determined, and the City is divided into four separate wards as follows:
Ward No. 1 shall be the area bounded on the north by the
north city limits, on the east by the east city limits to West 28 Street;
thence west on West 28 Street to Monterey Parkway; thence southwesterly
on Monterey Parkway to West 29 Street; thence west on West 29 Street to
State Highway No. 100; thence south on State Highway No. 100 to the main
line of the Chicago, Milwaukee, St. Paul and Pacific Railroad right-of-way;
thence southwesterly on said main line right-of-way to Dakota Avenue;
thence north on Dakota Avenue to Minnetonka Boulevard; thence west on
Minnetonka Boulevard to Louisiana Avenue; thence north on Louisiana Avenue
to the main line of the Burlington Northern Railroad right-of-way; thence
northeasterly on said main line right-of-way to the Minneapolis, Northfield
and Southern Railroad right-of-way; thence northerly on said railroad
right-of-way to the north city limits, and the Ward shall be comprised
of Voting Precincts 1, 2, 3, 4 and 5, as adopted by Resolution of the
City Council.
Section 4-102. Ward No. 2 shall be the area bounded on the west by the
west city limits, on the south by the south city limits and on the east by
the east city limits to West 28 Street; thence west on West 28 Street to
Monterey Parkway; thence southwesterly on Monterey Parkway to West 29
Street; thence west on West 29 Street to State Highway No. 100; thence south
on State Highway No. 100 to the main line of the Chicago, Milwaukee, St. Paul
and Pacific Railroad right-of-way; thence southwesterly on said main line
right-of-way to the west city limits; and the Ward shall be comprised of
Voting Precincts 1, 2, 3, 4 and 5, as adopted by Resolution of the City
Council.
Section 4-103. Ward No. 3shall be the area bounded on the west by the west
city limits; thence north along the west city limits to the main line of
the Burlington Northern Railroad right-of-way; thence northeasterly on said
main line right-of-way to Louisiana Avenue; thence south on Louisiana
Avenue to Minnetonka Boulevard; thence east on Minnetonka Boulevard to
Dakota Avenue; thence south on Dakota Avenue to the main line of the Chicago,
Milwaukee, St. Paul and Pacific Railroad right-of-way; thence southwesterly
on said main line right-of-way to the west city limits; thence north along
the west city limits to Division Street; thence west on Division Street and
the south city limits to the west city limits; and the Ward shall be com-
prised of Voting Precincts 1, 2, 3, 4 and 5, as adopted by Resolution of
the City Council.

Section 4-104. Ward No. 4 shall be the area bounded on the west by the
west city limits, on the north by the north city limits to the Minneapolis,
Northfield and Southern Railroad right-of-way; thence southerly on the
said Railroad right-of-way to the main line of the Burlington Northern
Railroad right-of-way; thence southwesterly on the said main line right-
of-way to the west city limits, and the Ward shall be comprised of
Voting Precincts 1, 2, 3, 4 and 5, as adopted by Resolution of the City
Council.

Sec. 4. This ordinance shall take effect 15 days after its
publication.

knowledge of the facts herein stated as follows (1) Said newspaper is printed in the English language t
newspaper format and in column and sheet form equivalent in printed space to at least 900 square inches
(2) Said newspaper is a weekly and is distributed at least once every week (3) Said newspaper has 50°
of its news columns devoted to news of local interest to the community which it purports to serve and doe
not wholly duplicate any other publication and is not made up entirely of patents, plate matter an
advertisement (9) Said newspaper is circulated in and near the municipalities which it purports t
serve, has at least 500 copies regularly delivered to paying subscribers, has an average of at (east 75°
of its total circulation currently paid or no more than three months in arrears and has entry as second
class matter in its local post -office (5) Said newspaper purports to serve the City of St Louis Park
Golden Valley School District No 275 and Robbinsdale School District No 281 in the County of Hennepi
and it has its known office of issue in the City of Hopkins in said county, established and open during 11
regular business hours for the gathering of news, sale of advertisements and sale of subscriptions an
maintained by the managing officer of said newspaper or persons in its employ and subject to h
direction and control during all such regular business hours and devoted exclusively during such regula
business hours and at which said newspaper is printed (6) Said newspaper files a copy of each issu
immediately with the State Historical Society (7) Said newspaper is made available at single o
subscription prices to any person, corporation, partnership or other unincorporated associatio
requesting the newspaper and making the applicable payment (8) Said newspaper has complied with a
foregoing conditions for at least one year preceding the day or dates of publication mentioned below (9
Said newspaper has filed with the Secretary of State of Minnesota prior to January 1, 1966 and eac
January 1 thereafter and affidavit in the form prescribed by the Secretary of State and signed by th

Ward shall be comprised of Voting
