ORDINANCE NO. 1544
AN ORDINANCE AUTHORIZING SALE BY THE CITY OF
PROPERTY LOCATED ON LOUISIANA AVENUE SOUTH
CONSISTING OF 3022, 3028, 3032, 3048, 3104,
3108, 3112, 3116, 3120, 3124, 3128, 3136,
3140, 3146 LOUISIANA AVENUE SOUTH AND
2557 GEORGIA AVENUE SOUTH
THE CITY OF ST. LOUIS PARK DOES ORDAIN:
Sec. 1. Lots 21, 25, 26, 27 & 28, Block 1, Boulevard Heights; Lots
2, 3,, 4, 5, 6, 7, 8, 10, 11, 12 and the North 30 feet of Lot 13, Block 1,
Boulevard Heights 2nd Addition, were purchased for right of way for
Louisiana Avenue and the total lot is no longer needed. The street can
be constructed with an additional right of way of approximately the East
20 feet and the houses and remainder of the lots are no longer needed.

feet of the Southwest quarter of the Southeast quarter of the Northeast
quarter of Section 8, Township 117, Range 21, except that part lying
west of the line drawn from a point 33 feet north 15 feet east of the
Southwest corner to a point in the north line 1 foot east of the North-
west corner and the south 33 feet thereof.
Sec. 2. It is hereby determined that the reasonable value of the 15
properties is $1,008,000.00.
Sec. 3. The Mayor and City Manager are hereby authorized on behalf
of the City to sell on a contract for deed with a minimum of $10,000.00
per property for a total of $150,000.00 downpayment pursuant to 15 con-
tracts for deed, together with interest on the unpaid principal balance
at the rate of twelve per cent (12%) per annum. The Buyer shall make
monthly payments of interest only commencing on April 1, 1982, and con-
tinuing on the same day of each month thereafter until the first day of
March, 1987, at which time the entire unpaid principal balances and all
accrued interest thereon shall be due and payable. The Buyer shall have
the right to prepay, at any time, in whole or in part, the unpaid princi-
pal balances due under the contracts for deed without penalty or premium.
Sec. 4. The Buyer shall assume the special assessment for the con-
struction of Louisiana Avenue and street lighting for all lots and the
alley paving in Boulevard Heights 2nd Addition.

D K MORTENSON, being duly sworn, on oath says he is and during all times here stated has been the
vice president and general manager of the newspaper know as The St Louis Park Sun and has full
knowledge of the facts herein stated as follows (1) Said newspaper is printed in the English language in
newspaper format and in column and sheet form equivalent in printed space to at least 900 square inches
(2) Said newspaper is a weekly and is distributed at least once every week (3) Said newspaper has 50%
of its news columns devoted to news of local interest to the community which it purports to serve and does
not wholly duplicate any other publication and is not made up entirely of patents, plate matter and
advertisement (4) Said newspaper is circulated in and near the municipalities which it purports td
serve, has at least 500 copies regularly delivered to paying subscribers, has an average of at least 75%I
of its total circulation currently paid or no more than three months in arrears and has entry as second;
class matter in its local post -office (5) Said newspaper purports to serve the City of St Louis Park!
Golden Valley School District No 275 and Robbinsdale School District No 281 in the County of Hennepin
and it has its known office of issue in the City of Hopkins in said county, established and open during its
regular business hours for the gathering of news, sale of advertisements and sale of subscriptions and
maintained by the managing officer of said newspaper or persons in its employ and subject to his
direction and control during all such regular business hours and devoted exclusively during such regula
business hours and at which said newspaper is printed (6) Said newspaper files a copy of each issue
immediately with the State Historical Society (7) Said newspaper is made available at single or
subscription prices to any person, corporation, partnership or other unincorporated association
requesting the newspaper and making the applicable payment (8) Said newspaper has complied with al
foregoing conditions for at least one year preceding the day or dates of publication mentioned below (9
Said newspaper has filed with the Secretary of State of Minnesota prior to January 1, 1966 and each
January 1 thereafter and affidavit in the form prescribed by the Secretary of State and signed by the
managing officer of said newspaper and sworn to before a notary public stating that the newspaper is a
legal newspaper
He further states on oath that the printed Ordinance No . 1544
hereto attached as a part hereof was cut from the columns of said newspaper, and was printed
and published therein in the English language, once each week, for one successive weeks,
