ORDINANCE NO. 1522
AN ORDINANCE AMENDING THE ST. LOUIS PARK MUNICIPAL
CODE RELATED TO THE HUMAN RIGHTS COMMISSION,
SECTIONS 1-340, 1-341, 1-342 & 1-343
THE CITY OF ST. LOUIS PARK DOES ORDAIN:
Section 1. •Sections 1-340; 1-341(2)(3)(4)(5)(6)(8)(9);
1-342(1)(2); 1-343(1)-(8), are amended as attached:
Sec. 2. Section 1-343(6) is added as attached:
HUMAN RIGHTS COM-IMISSION
Section 1-340. Purpose. The purpose of the Commission shall be to advise
the City Council in its efforts to assure all citizens protection of their
human rights and full and equal opportunity for participation in the
affairs of this community. The City of St. Louis Park declares as a matter
of public policy that it is interested in securing for all of its citizens
equal opportunity in housing, employment, public services, public accommo-
dations and education, and that it is the public policy of the City to
assist the State of Minnesota, Department of Human Rights, in implementing
the Minnesota Human Rights Act by the Commission's investigation of com-
plaints, development and implementation of a program of education and com-
pliance review, and through advising the City Council on long-range programs
to improve human -relations and expand the protection of human rights in the
City of St. Louis Park.

Section 1-341. Membership of Commission and Terms.
(1) The Commission shall consist of eighteen members, fifteen
regular members and three ex officio members all appointed
as hereafter set forth.

(2) Fifteen regular members, at least one of whom shall be an
attorney at law, shall be appointed by the City Council.
The initial appointments shall be for the following terms
of office, which terms shall commence on the date of their
appointment: Five members for a term of three years, five
members for a term of two years and five members for a term
of one year.
(3) All regular members of the Commission shall be residents of
the City of St. Louis Park. At the expiration of the terms
of office of the original appointive regular members, their
successors shall be appointed for a term of three years
each and until their successors shall have been appointed
and qualify for office. Any vacancies in the regular member-
ship of the Commission shall be filled in the same manner as
in the case of an original appointment for the unexpired
term of a member whose office shall be vacant.
(4) Any regular member of the Commission may be removed at any
time by the City Council.
(5) The regular members of the Commission shall be appointed
from persons who have demonstrated an interest in the Human
Rights Commission.

(6) One ex officio voting member shall be appointed by and serve
at the pleasure of the Board of Independent School District
No. 233 for a three-year term unless such an appointment
shall be sooner terminated by said Board. Said member need
not be a member of said Board but must be a resident of the
City. Such member shall be appointed as soon as practicable
after the first day of July in the year in which such term
shall commence to serve until the 30th day of June of the
third year of such term and until successor shall qualify.
(7) The members of the Commission shall serve without pay.
(8)
One ex officio voting member, who shall be a representative
of the youth of the City, shall be appointed by the City
Council and serve a term of one year. Such member shall be
appointed as soon as practicable after the first day of May
each year. Such member shall attend all meetings, shall vote
and shall be counted in determining the quorum.
(9) One ex officio member who shall be a member of the City Council
shall be appointed by the City Council for a one-year term.
No Council member shall serve as an ex officio member for more
than two consecutive years. Such member shall be appointed as
soon as practicable after the first day of January of each
year to serve until the 31st day of December of that year and
until a successor shall qualify. The Council member niay vote
when a tie vote occurs and shall be counted in determining a
quorum.

Section 1-342. Organization.
(1)
A Secretary to the Commission shall be appointed by the City
Manager. The Secretary shall be subject to the administrative
rules and regulations of the City of St. Louis Park.
(2) The Commission shall elect its own presiding officer by a vote
of its members. It shall provide its own rules and procedure
for the conduct of its affairs for the election, assumption
of duties and definition of responsibilities of officers and
committees, shall determine date and time of its meetings, and
upon whatever notice it deems best shall call public (hearings
when necessary or desirable.

(3) The Commission shall keep proper records of its proceedings,
and properly account for its receipts and expenditures of
monies in accordance with established City procedures.

Section 1-343. Powers and Duties. The Human Rights Commission shall have
the following powers and duties:
(1) The Commission shall study and review programs and policies
and advise and aid the City Council in enlisting the co-
operation of agencies, organizations and individuals in the
City in an active program directed to create equal oppor-
tunity and eliminate discrimination.
(2) The Commission shall advise and aid the City Council in de-
veloping and implementing programs of cooperation with the
State Department of Human Rights to fulfill the purposes
set opt in Section 1-340 of this ordinance.
(3) The Commission shall make recommendations to the City Council
regarding formulation and implementation of human rights pro-
grams for the City of St. Louis Park. The programs shall be
directed toward increasing the effectiveness and direction of
all individuals and agencies of the City through planning,
policy making and education in the area of human rights.
(4) The Commission shall advise the City Council, the Mayor and
other agencies of the City with respect to human rights
issues arising out of or in connection with the plans or
operations of any City department or agency and recommend
the adopting of such specific policies or actions as may be
needed to protect human rights in the City.
(5) The Commission shall advise and recommend to the City Council
programs or legislation to eliminate inequalities of oppor-
tunity in the area of human rights.

(a) The Commission shall, subject to requirements of the
City Council, publish and distribute to the public at
large any materials necessary or advisable to carry
out its functions.
(b) The Commission shall make studies, surveys and inves-
t tgati'ons necessary or advisable to carry out its
functions.
(c) The Commission shall sponsor such meetings, institutes,
forums and other educational activities as will lead to,
clearer understanding of local human rights issues and
contribute to their proper resolution.

(6) The Commission shall have such additional powers and duties as
the City Council shall from time to time determine.

HUMAN RIGHTS COMMISSION
Section 1-340 Purpose The purpose of the Commission shall he to advise
