AN ORDINANCE AMENDING THE ST. LOUIS PARK
ORDINANCE CODE, CHAPTER 3, PERSONNEL, SECTION 3-403,
RELATED TO STUDY INCENTIVE PROGRAM
THE CITY OF ST. LOUIS PARK DOES ORDAIN:
Sec. 1. The St. Louis Park Ordinance Code, Section 3-403,
is amended to read:

(3) Course Completion and Scholarship Level
j All courses taken in which gravies are given must be completed
with the equivalent of a "C" grade or better to receive
points, other typ- s of courses must be completed with a
rating demonstrating a_satisfactory level of accomplishment

(4) Point Computation
(2.1 The number of stud j ncenti_ve_points awarded_for_prior

submitted for approval before enrollment.

(5) Incentive Pay
(a) The total nuNber of pojn ts__earned by_an employee under the"
program shall determine the amount of incentive pay,_over_
and above the regular rate of base pay, according to the
foll-owing table:

(6) Waiver
Employees who dQlnnt earn three study incentive points for
one calendar year will lose study incentive compensation
unless they receive a waiver from the City Manager. A waiver
must be requested in writing and_received from the Manager
Rrior to he end of the calendar year to continue to par- -
ticipate in the study incentive program. After_receiving_a
waiver the employee must earn 3 study incentive points before
the next July 1 and an additional 3 points before the next
December 1.

AN ORDINANCE AMENDING THE ST. LOUIS PARK ORDINANCE
CODE, CHAPTER 3, PERSONNEL, SECTION 3-403,
RELATED TO STUDY INCENTIVE PROGRAM
THE CITY OF ST. LOUIS PARK DOES ORDAIN:
Sec. 1. The St. Louis Park Ordinance Code,_ Section 3-403,
is amended to read:

PART 4 - Compensation Plan
Section 3-401. Individual Pay Rates. Individual pay rates are
established according to the principles set forth in the Salary
Administration and Performance Review Program adopted by the City
Council. Each Individual rate shall require the approval of the
City Manager.
(Sec. 3-401 deleted; Sec. 3-402 renumbered 3-401 and
amended by Ord. 1458, January 2Z, 1980)
Section 3-402. Group Insurance. Provisions for group insurance for
the purposes authorized in Minnesota Statutes, Section 471.61 and
under conditions therein set forth, may be provided for officers and
employees of the City by resolution of the City Council. Such re-
solution shall provide such terms and conditions as the City may law-
fully prescribe.

January 21, 2980)
The City Council may by resolution authorize the Mayor and City
Manager to negotiate, approve, execute and renew, from time to time
on behalf of the City, various group insurance contracts in the forms
and for the purposes authorized by M.S.A. Section 471.61 in the manner
therein prescribed. The Council by resolution may prescribe from
time to time such conditions with reference to such contracts and t,reir
availability hereunder as it may deep proper, provided, however, tnat
no such approved contract shall exclude other of like kind from approval
by the City, nor limit the right of freedom of choice by the employees
and officers as to selection of any one or more of such contracts
available under City approval. The City Council may by resolution set
the amount of City participation in the payment of any such premiums
authorized by law.
Section 3-403. Study Incentive and Tuition Reimbursement Program
(1) Program Established. A study incentive program of supple-
mentary compensation and tuition reimbursement for employees
of the City of St. Louis Park is hereby established and re-
gulated as hereinafter set forth.- Supplementary compensation
will be based upon a point system with points to be computed
as specified in Sub -Section (4).

(2) Eligibility. Employees meeting the following conditions shall
be eligible to participate in this program.
(a) Employees must have permanent status, having successfully
completed their initial probationary period.

(b) Employees must receive a satisfactory rating on their
annual performance reviews. Employees whose performance
ratings drop below satisfactory will be suspended from
the program until their performance reaches a satisfactory
level. They may resume participation at their previous
level on either January 1 or July 1 following a satis-
factory performance review.
(c) Employees in those office, technical and maintenance
positions which do not require college degrees are
eligible to participate in the study incentive program.
Employees in positions having a college degree as a mini-
mum requirement and employees in supervisory, administrative
and management positions are eligible only for the tuition
reimbursement program.
(d) Employees must earn not less than 3 points per year to
receive study incentive compensation the following year.
(3) Course Completion and Scholarship Level
(a) All courses taken in which grades are given must be com-
pleted with the, equivalent of a "C" grade or better to
receive points. Other types of courses must be completed
with a rating demonstrating a satisfactory level of
accomplishment in the course.

approved job related college, business school or vo-
cational -technical school courses will be equal to the
number of credits assigned to the course provided this
is based on a three month quarter.
(b) The number of study incentive points awarded for other
duly approved post high school training will be based
upon a computation -of the total number of classroom
hours scheduled divided by 10, i.e. 10 hours equals 1
point.
(c) Study incentive points awarded to courses carrying con-
tinuing education units (CEUs) will be equivalent to the
number of CEUs assigned to the course.

(d) In order to carry study incentive credit, courses must
be job related. Whether or not a course is job re-
lated will be determined by the department head and
personnel director, -taking into consideration relevance
to the current and potential job duties of the employee.
Any course for which the employee desires approval must
be submitted for approval before enrollment.
(e) Credit is given only for those courses completed after
the employee is employed by the City and for those
courses not financed by the City. Credit will be given
only for courses taken on the employee's own time.
(5) Incentive Pay
(a) The total number of points earned by an employee under
the program shall determine the amount of incentive pay,
over and above the regular rate of base pay, according
to the following table:

(b) The incentive pay will be a percentage of the regular
base pay which will then be added to the regular base
pay and paid with each regular bi-weekly salary check.
Incentive pay under the incentive program shall not be
included i'n determining overtime pay or severance pay.
(c) As incentive points are earned by employees, they will
be added as they are approved. Changes in incentive
pay will be made effective on January 1 and July 1 of
each year.

(d) Employees participating in the Study Incentive Program on
July 1, 1981, shall have the option of remaining on the
previous incentive pay schedule or moving to that described
in (5) (a).

(6) Waiver
Employees who do not earn three study incentive points for
one calendar year will lose study incentive compensation
unless they receive a waiver from the City Manager. A waiver
must be requested in writing and received from the Manager
prior to the end of the calendar year to continue to par-
ticipate in the study incentive program. After receiving a
waiver the employee must earn 3 study incentive points before
the next July 1 and an additional 3 points before the next
December 1.
(7) Tuition Reimbursement
(a) Any employee required by the City to take courses to meet
qualifications for the job or to specialize in certain
vocational areas will be eligible for tuition reimbursement.
(b) The City will pay the cost of tuition and fees for duly
approved courses taken by employees who are not partici-
pating in the study incentive program.
(c) Any course for which the employee seeks tuition reimburse-
ment must be submitted for approval by the department
head and personnel director before enrollment.
(d) Employees separating from City employment within one year
after receiving tuition reimbursement must refund such
payment to the City unless the course was taken at the
request of the City.
Section3-404. Total Remuneration. The salary range established for a
class shall represent the total remuneration for full-time employment in
the class, but shall not be considered as reimbursement for official
travel or other expenses which may be allowed for the conduct of official
business. Unless approved by the appointing authority, no employee shall
receive pay from the municipality in addition to the full-time salary
authorized for any position or positions to which he has been appointed.
This shall not operate to.prevent employees from working in more than one
position when authorized by the City Manager.

AN ORDINANCE AMENDING THE ST. LOUIS PARK ORDINANCE
CODE, CHAPTER 3, PERSONNEL, SECTION 3-403,
RELATED TO STUDY INCENTIVE PROGRAM
THE CITY OF ST. LOUIS PARK DOES ORDAIN:
Sec. 1. The St. Louis Park Ordinance Code, Section 3-403,
is amended to read:
PART 4 -.Compensation Plan
Section 3-401. Individual Pay Rates. Individual pay rates are
established according to the principles set forth in the Salary
Administration and Performance Review Program adopted by the City
Council. Each individual rate shall require the approval of the
City Manager.

amended by Ord. 1458, January 21, 1980)
Section 3-402. Group Insurance. Provisions for group insurance for
the purposes authorized in Minnesota Statutes, Section 471.61 and
under conditions therein set forth, may be provided for officers and
employees of the City by resolution of the City Council. Such re-
solution shall provide such terms and conditions as the City may law-
fully prescribe.

The City Council may by resolution authorize the Mayor and City
Manager to negotiate, approve, execute and renew, from time to time
on behalf of the City, various group insurance contracts in the forms
and for the purposes authorized by M.S.A. Section 471.61 in the manner
therein prescribed. The Council by resolution may prescribe from
time to time such conditions with reference to such contracts and Lieu -
availability hereunder as it may deem proper, provided, however, tnat
no such approved contract shall exclude other of like kind from approval
by the City, nor limit the right of freedom of choice by the employees
and officers as to selection of any one or more of such contracts
available under City approval. The City Council may by resolution set
the amount of City participation in the payment of any such premiums
authorized by law.
Section 3-403. Study Incentive and Tuition Reimbursement Program
(1) Program Established. A study incentive program of supple-
mentary compensation and tuition reimbursement for employees
of the City of St. Loos Park is hereby established and re-
gulated as hereinafter set forth. Supplementary compensation
will be based upon a point system with points to be computed
as specified in Sub -Section (4).

(2) Eligibility. Employees meeting the following conditions shall
be eligible to participate in this program.
(a) Employees must have permanent status, having successfully
completed their initial probationary period.

(b) Employees must receive a satisfactory rating on their
annual performance reviews. Employees whose performance
ratings drop below satisfactory will be suspended from
the program until their performance reaches a satisfactory
level. They may resume participation at their previous
level on either January 1 or July 1 following a satis-
factory performance review.
(c) Employees in those office, technical and maintenance
positions which do not require college degrees are
eligible to participate in the study incentive program.
Employees in positions having a college degree as a mini-
mum requirement and employees in supervisory, administrative
and management positions are eligible only for the tuition
reimbursement program.
(d) Employees must earn not less than 3 points per year to
receive study incentive compensation the following year.
(3) Course Completion and Scholarship Level
(a) All courses taken in which grades are given must be com-
pleted with the equivalent of a "C" grade or better to
receive points. Other types of courses must be completed
with a rating demonstrating a satisfactory level of
accomplishment in the course.
(b) All points allocated to an employee under the program will
be based upon official transcripts, or similar documents.
(4) Point Computation
(a) The number of study incentive points awarded for prior
approved job related college, business school or vo-
cational -technical school courses will be equal to the
number of credits assigned to the course provided this
is based on a three month quarter.
(b) The number of study incentive points awarded for other
duly approved post high school training will be based
upon a computation of the total number of classroom
hours scheduled divided by 10, i.e. 10 hours equals 1
point.
(c) Study incentive points awarded to courses carrying con-
tinuing education units (CEUs) will be equivalent to the
number of CEUs assigned to the course.

(d) In order to carry study incentive credit, courses must
be job related. Whether or not a course is job re-
lated will be determined by the department head and
personnel director, taking into consideration relevance
to the current and potential job duties of the employee.
Any course for which the employee desires approval must
be submitted for approval before enrollment.
(e) Credit is given only for those courses completed after
the employee is employed by the City and for those
courses not financed by the City. Credit will be given
only for courses taken on the employee's own time.
(5) Incentive Pay
(a) The total number of points earned by an employee under
the program shall determine the amount of incentive pay,
over and above the regular rate of base pay, according
to the following table:

(b) The incentive pay will be a percentage of the regular
base pay which will then be added to the regular base
pay and paid with each regular bi-weekly salary check.
Incentive pay under the incentive program shall not be
included to determining overtime pay or severance pay.
(c) As incentive points are earned by employees, they will
be added as they are approved. Changes in incentive
pay will be made effective on January 1 and July 1 of
each year.
(d) Employees participating in the Study Incentive Program on
July 1, 1981, shall have the option of remaining on the
previous incentive pay schedule or moving to that described
in (5) (a). 44

(6) Waiver
Employees who do not earn three study incentive points for
one calendar year will lose study incentive compensation
unless they receive a waiver from the City Manager. A waiver
must be requested in writing and received from the Manager
prior to the end of the calendar year to continue to par-
ticipate in the study incentive program. After receiving a
waiver the employee must earn 3 study incentive points before
the next July 1 and an additional 3 points before the next
December 1.
(7) Tuition Reimbursement
(a) Any employee required by the City to take courses to meet
qualifications for the job or to specialize in certain
vocational areas will be eligible for tuition reimbursement.
(b) The City will pay the cost of tuition and fees for duly
approved courses taken by employees who are not partici-
pating in the study incentive program.
(c) Any course for which the employee seeks tuition reimburse-
ment must be submitted for approval by the department
head and personnel director before enrollment.
(d) Employees separating from City employment within one year
after receiving tuition reimbursement must refund such
payment to the City unless the course was taken at the
request of the City.
Section 3-404. Total Remuneration. The salary range established for a
class shall represent the total remuneration for full-time employment in
the class, but shall not be considered as reimbursement for official
travel or other expenses which may be allowed for the conduct of official
business. Unless approved by the appointing authority, no employee shall
receive pay from the municipality in addition to the full-time salary
authorized for any position or positions to which he has been appointed.
This shall not operate to'prevent employees from working in more than one
position when authorized by the City Manager.

Study Incentive and Tuition Reimbursement Program
Attached are proposed revisions of the Personnel Code, Section 3-401,
Study Incentive and Tuition Reimbursement Program. Included also is
a summary of the major revisions.
Most of the changes either update the language of the Ordinance or
make the administration of the program more efficient. The revisions
in t point increments associated with each supplementary pay per-
centag (new Sub -section 5) are intended to provide riore immediate
recogn tion of employees who seek to improve their job performance
throug job-related studies.
Changes in Section 3-403 do not affect Police and Fire employees
covered by union contracts containing separate study incentive program
provisions.
RECOMMENDATION
It is recommended that Council waive first reading of the ordinance
and set second reading for July 6, 1981.
