AN ORDINANCE AUTHORIZING GRANTING OF
EASEMENT FOR TELEPHONE CABINET
THE CITY OF ST. LOUIS PARK DOES ORDAIN:
Section 1. The City has title to Lot 9, Block 2,
Rearrangement of St. Louis Park.
Section 2. Northwestern Bell Telephone Company has requested
an easement for communication purposes over, across and under the
following portion of the aforementioned tract:
Over that part of Lot 9, Block 2, Rearrangement of
St. Louis Park, lying Southwesterly of a line drawn
from the Southeast corner of said Lot 9 at an angle
West 450 from the South line to the Northwest line of
said Lot 9 and there terminating.
Section 3. The Mayor and the City Manager are hereby author-
ized on behalf of the City to execute an easement for communication
purposes with Northwestern Bell Telephone Company on the described
property for the sum of One Hundred Dollars and other good and valuable
consideration; the easement will be delivered upon payment in full
of said $100.00. Northwestern Bell Telephone Company shall, as a
condition of the easement, landscape with evergreens and screen
the cabinet and concrete slab to the satisfaction of the City.
Section 4. This ordinance shall take effect fifteen days
after its publication.

On June 15, 1981, Council received proposed revisions to the Personnel Code,
Section 3-403, Study Incentive and Tuition Reimbursement Program, A summary
of major revisions which was included at that time is also attached to this
memo.
One further revision has been added to Subsection (1)o A sentence which
specifies that supplementary compensation will be based upon a point system
is added to clarify how the program operates,
RECOMMENDATION
It is recommended that the Council adopt these revisions and that the City
Ordinance be amended to reflect the changes effective July 1, 1981.

vice president and general manager of the newspaper know as The St Louis Park Sun and has fu
knowledge of the facts herein stated as follows (I) Said newspaper is printed in the English language i
newspaper format and in column and sheet form equivalent in printed space to at least 900 square inches
(2) Said newspaper is a weekly and is distributed at least once every week (3) Said newspaper has 50 h
of its news columns devoted to news of local interest to the community which it purports to serve and does
not wholly duplicate any other publication and is not made up entirely of patents, plate matter and
advertisement (4) Said newspaper is circulated in and near the municipalities which it purports to
serve, has at least 500 copies regularly delivered to paying subscribers, has an average of at least 75%
of its total circulation currently paid or no more than three months in arrears and has entry as second-
class matter in its local post -office (5) Said newspaper purports to serve the City of St Louis Park,
Golden Valley School District No 275 and Robbinsdale School District No 281 in the County of Hennepin
and it has its known office of issue in the City of Hopkins in said county, established and open during its
regular business hours for the gathering of news, sale of advertisements and sale of subscriptions and
maintained by the managing officer of said newspaper or persons in its employ and subject to his
direction and control during all such regular business hours and devoted exclusively during such regular
business hours and at which said newspaper is printed (6) Said newspaper files a copy of each issue
immediately with the State Historical Society (7) Said newspaper is made available at single or
subscription prices to any person, corporation, partnership or other unincorporated association
requesting the newspaper and making the applicable payment (8) Said newspaper has complied with all
foregoing conditions for at least one year preceding the day or dates of publication mentioned below (9)
Said newspaper has filed with the Secretary of State of Minnesota prior to January 1, 1966 and each
January 1 thereafter and affidavit in the form prescribed by the Secretary of State and signed by the
managing officer of said newspaper and sworn to before a notary public stating that the newspaper is a

He further states on oath that the printed Ordinance No. 1512
hereto attached as a part hereof was cut from the columns of said newspaper, and was printed
