AN ORDINANCE REGULATING THE
ADDRESSING OF BUILDINGS: AMENDING
AND ADDING SECTIONS TO THE ST. LOUIS
PARK ORDINANCE CODE

THE CITY COUNCIL OF ST. LOUIS PARK DOES ORDAIN:
Section 1. The St. Louis Park Ordinance Code is amended by adding Sections to
read:
Section 6-105. Procedures.
(1) Plat Book. The official plat book of the City of St.
Louis Park, adopted by Ordinance No. 307., in which
existing house and building numbers have been designated
on the_respective lots and tracts by the Director. of In-
spectional Services, which is filed with the Director of
Inspectional Services and labeled "Official,Plat Map,"
shall be maintained as the official house and building
number plat of the City, and the numbers therein designated
are hereby approved and assigned as the numbers to be used
and displayed on each and every house and other building
situated on the respective tracts or lots as indicated on
the plats in:said book.
(2) Assignment of Numbers. The Director of Inspectional Services
is hereby authorized and directed to designate and assign
building numbers to each and every house and other buildings
constructed in the City in accordance with the numbering plan
used in said official plat book, such numbers to be appro-
priately entered on said plats and upon building permit issued.
(3) Change of Numbers. Any owner of property who considers that
the Director of -Inspectional Services has erroneously designated
a number for his property may petition the City Manager to
designate a different number, and the City Manager may in such
case consider the petition and either sustain the action of
the Director of Inspectional Services or designate a different
number, and on notice to the owner or occupant of any premises
the City Manager may change the number heretofore designated by
the Director of Inspectional Services or on said plat which does
not conform to the plan of numbering appearing on the plat.
(4) Official Numbers Only to be Displayed. No owner or occupant of
any house or other building within the City of St. Louis Park
shall display or permit to be displayed on the exterior of such
house or other building any number for identification purposes
other than the number designated and assigned for such property
on the official plat. Any number displayed on any house or other
building for any purpose other than identification in such a manner
as to cause confusion in identification of such house or other
building with other houses or buildings in the vicinity shall be
removed by the owner or occupant on order of the Director of
Inspectional Services within such time after the notice of the
order as the Director of Inspectional Services may designate in
the order.
(5) Removal of Unauthorized Numbers. Any number displayed on the
exterior of any house or building in violation of this ordinance
may be removed by any official in the Division of Public Safety
of the City acting under direction of the City Manager.
(6) Type and Size of Numbers. All address numbers shall be separate
and uniform and shall be in Arabic numerals with a minimum size
of three inches in height with a 1 -inch stroke for residential,
commercial and industrial buildings. Axnaximum size pt twelve
inches in height with a 11 -inch stroke may be required as deter-
mined by the Director of Inspectional Services for commercial
and industrial buildings depending on the setback of the
buildings.
(7) Location of Numbers - Front. All numbers shall be easily
visible from the street and be located above or adjacent to
the front door providing normal and regular access to the
interior of residential, commercial and industrial buildings.
All address numbers shall not be placed over 92 inches above
the threshold of the door nor lower than 60 inches above the
threshold of the door, all measured to the top of the address
numbers.
(8) Location of Numbers - Rear. All residences, commercial and
industrial buildings shall have address numbers in the rear of
said buildings of there is vehicular access to the rear of such
buildings. Such access includes but is not limited to streets,
alleys, private driveways and roads and parking lots. In the
case of residences with accessory structures such as garages and
fences, the address numbers may be placed on such structures.
The address numbers shall be easily visible from the area pro-
viding vehicular access and shall be placed not over 92 inches
above the ground now lower than 60 inches above the ground, all
measured to the top of the numbers and provided that the distance
shall be measured from the threshold of the rear door if the
numbers are placed on the rear door area.
(9) Special Access Identification. Doors or other special access
openings to boiler rooms, laundry rooms, utility rooms, and
storage areas of all commercial and industrial buildings, and
such other areas as may be designated by the Director of
Inspectional Services, shall be identified above such doors.
Letters shall be a minimum of 3 inches in height with 1 -inch
stroke and shall be capital letters in the English alphabet.
(10) General Visibility. All address numbers and lettering shall
be easily visible traveling in both directions in front and
rear during daylight hours and for the use of spotlights
during night hours. The address numbers and lettering shall
have a vivid and sharp contrast with the background.
When the location requirements as provided in this ordinance
do not provide easy visibility, the Director of Inspectional
Services may waive the location requirements as provided in
Subdivision 12.
(11) Repair and Maintenance. All address numbers and lettering
shall be kept in good repair, missing numbers and lettering
shall be replaced, the contrast between numbers and lettering
and the background shall be maintained, and any obstructions
to easy visibility shall be removed.
(12) Waiver of Location and Size Requirements. The Director of
Inspectional Services may waive the requirements for location
and size of numbers and lettering because of the building con-
struction, building location, terrain, vehicular access or for
_any other, reason such address numbering and lettering as required
in this ordinance is not easily visible. The Director of Inspec-
tional Services shall specify in writing the location and size
and this shall be required for the residential, business or
commercial building. All departments in public safety shall

agree on any variation from the requirements of location
and size of numerals and lettering. Any person aggrieved
by any requirement imposed by this section may appeal to the
City Manager.
(13) Area Identification within Buildings. All rooms in homes for
the aged, hotels, motels, lodging and boarding homes, apart-
ments within multiple dwellings, and any other room or dwelling
unit in buildings other than single -family homes or duplexes
used by a person or persons for living or dwelling shall be
identified as separate units by consecutive numbering or lettering
which shall be placed on the door in arabic numbers or English
capital letters with a minimum size of three inches in height and
a 1-inch stroke.
(14) Building Complexes - Additional Directional-Numbering or Lettering.
The Director of Inspectional Services may require additional address
numbering and lettering indicating the direction in which buildings
are located when such buildings comprise a residential, commercial
or industrial complex that occupies one or more contiguous tracts
of land. The Director of Inspectional Services' shall specify in
writing the additional directional addressing or lettering that shall
be required and the placement thereof. Address numbers and lettering
shall meet'minimum requirements if such numbers and lettering provide
easy visibility. Any person aggrieved"By any requirements under this
item may appeal to the City Manager.
(15) Additional Addressing. Any person may have additional addressing
on such areas as lamp posts, sign posts, doors, curbs and steps and
may use script addressing. However, such locations and type of
addressing shall not be substitutes or fulfill the requirements of
this ordinance. Such addressing shall not be used in a manner to
cause confusion in easy visibility and identification.
(16) Full Compliance. Every owner of buildings or structures con-
structed after February 12, 1981, shall comply in full with the
regulations set forth in Section 6-105(1) through Section 6-105(15).
Every owner of buildings or structures constructed prior to that
date shall comply in full with the regulations set forth in
Section 6-105(1) through Section 6-105(15) by February 1, 1982.
Section 2. Penalty. Any person who shall violate any provision of this ordi-
nance shall be guilty of a misdemeanor and upon conviction thereof shall be punished
by a fine not to exceed $500.00 or by imprisonment for not to exceed 90 days or both.
Section 3. Effective Date. This ordinance shall take effect February 12, 1981.
