Application for such renewal shall be made in writing, in such+form as shall be prescribed by the City Manager and shall be accompanied by a renewal fee of r $20.00 payable to the City Treasurer. -,I 2. 1 GAS Section 13-214. License Foe. The annual license fee for each such license shall be $60.00. HEATING, VENTILATING AND AIR CONDITIONING Section 13-223. License Fee. The annual fee for such license shall be $60.00. PLUMBING Section 13-232. License Fee. The annual license fee for such license shall be $60.00. :NON -INTOXICATING LIQUOR Section 13-304. License Fee. The annual license fee for "on -sale" non -intoxicating malt liquor licenses shall be six hlindrPd dollars ($600) and for "off -sale" non -intoxicating malt liquor licenses shall be thirty-five dollars ($35)provided,'however, that the City Council may issue special "on -sale" licenses directly to established and bonafide veterans' organizations, clubs and fraternal and charitable socie- ties not engaged in the regular commercial sale to the public of non -intoxicating malt beverages and not organized for profit, and no part of the profits of the operation of which inure to the benefit of any individual members, for an annual license fee of Twenty-five dollars ($25.00). The daily fee for a "temporary on -sale" license shall be fifty dollars ($50.00). INTOXICATING LIQUOR Section 13-324. Fees. (1) On Sale. When any "on sale license is issued for an unexpired portion of a license year, the fee shall be pro -rated and a receipt from the City Treasurer for the portion of the license fee due shall accompany the application, provided the minimum thereof shall be one-half the license fee. Failure to pay the second installment of the license fee promptly when due shall be cause for revocation of any "on sale" license, without notice. Section 13-324. (4) Clubs. The annual fee for an "on -sale" license issued to a club as authorized by Minnesota Statutes Section 340.11, Sub. 6, shall be as follows: Membership Fee 0-200 $ 200 201-500 4uu 50I-1,000 550 1,001-'2.000 700 C,UUI-4.000 -900 4,001-6,000 1,900 More than 6,000 2,9uU TAVERNS Section 13-343. License Fee. The annual license fee for such license shall be $2,400. MECHANICAL AMUSEMENT DEVICES Section 13-404. License Fee. The annual license fee for any individual or business owning a mechanical amusement device operated within St. Louis Park shall be determined according to the total number of machines located within the City. Number of Machines Owners License Fee 1-2 $120.00 3-15 $450.00 More than 15 $6UU.00 In addition, an annual license fee for each mechanical amusement device shall be required. The annual license fee for each machine shall be $42.00. 4. 1 CHiILDREN'S AMUSTMENT DEVICES Section 13.414. License Fees. The annual license fee for such a license shall- be, $18.00' for each such amusement device. PUBLIC DANCE HALLS Section 13-433. License Fee. A• 1'i cense issued under this ordin- ance may be for one day only. The license fee for such period shall be $120.00. THEATERS Section 13-441. AppTrcation. The application for such license shall be accompanied' by plans, if the theater proposed to be licensed has not yet, been erected, and such application shall state the number of seats in said theater and the -proposed parking facilities adjacent thereto. The,app'Ticant for such license shall pay to the City= Treasurer the sum of $75.00' for publication and posting of a notice ce of such application, and there- upon the Clerk shall cause a notice of such application to be published, in the official paper once a week for two successive weeks and shall post a copy of such notice in at least two -con- spicuous places in the vicinity of the proposed theater, which notice shall state the name of the applicant, the purpose for which a license is requested, the location of the premises in which the business- of the applicant, when licensed, shall be carried, on, and the time when such application whall be presented to the'City Council. Section, 13-443. License Fee. The annual license fee for. such a license shall be: Seating Capacity License Fee 0 - 400 401: - 700 70T - 1,000, LOOT - 1,300) More than 1,300 ROLLER SKATING RINKS $240.00 $300.00 $360.00 $420.00 $480.00 Section 13-464. License Fee. The annual license. fee for such license shall be $720.00:, 5. DOGS Section 13-506. Redemption of Impounded Dogs. Any dog impounded may be redeemed by the owner within the time for redemption by payment to the City Treasurer of the current dog license fee, plus a penalty of $35.00 if the dog is not currently licensed, and an impounding tee according to the following schedule: When any one person has had a dog picked up and impounded one or more times during any 12 consecutive -month period, the impounding charge shall be for the first pick-up $20.n0; for the,second pick-up $30.00; for the third and all subsequent pick-ups $60.00. In addition, a sum of $4.50 per day will be charged for board for each day or part thereof during the time the dog is impounded. The said fee may be paid on authorization of the City Council to its agent,'pursuant to any contract that may be currently in effect providing for the impounding of dogs within the City and its kennels. KENNELS Section 13-513. License Fee. The annual license fee for such license shall be - -- 1240.00 for commercial dog kennels and $120.00 for animal hospitals. ANIMAL TRAINING SCHOOLS Section 13.543. License Fees. The animal license fee for such license shall be $120.00. TARGET AND TRAP SHOOTING Section 13-603. License Fees. The annual license fee for such target and trap shooting license shall be $120.00 . EXPLOSIVES Section 13-614. License Fee. The annual license fee for such license shall be $120.00. EXCAVATIONS Section 13-633. Permit Fee. The fee for a permit shall be $60.00 which shall accompany the application thereof. 6. EXCAMTIONS -- FROZEN GROUND Section 13-642. Permit Fees. A permit shall be paid to the City Treasurer for issuance of such permit in the sum of $30.00. BENCHES Section 13-741. Procedure for Issuance of Permits. A permit to install and maintain a bench on and along any public sidewalk or way may be issued by the City Manager to a person by complying with the following requirements: (3) Each application shall be accompanies by an inspection fee of $12.00 payable to the City Treasurer for each such bench. (4) If the application is granted, an additional permit fee of $18.00 shall be paid to the City Treasurer for each such bench at the time the permit is issued. (5) All permits shall expire as of December 31st next following the date of issuance thereof unless renewed. Upon renewal, a $15.00 renewal fee shall be payable when the application tor renewal is filed. FOOD ESTABLISHMENTS Section 13-803. License Fees. Fees for licenses issued hereunder shall be as set forth herein. (1) Food Establishment License Fees. The annual license fee for each food establishment, except catering food vehicles, bakery food vehicles, packaged food estab- lishments, readily -perishable food vehicle, packaged snack food outlet, and retail candy shops, shall be $180 provided, however, that if more than one facility, such as but not limited to, kitchen, bar, bakery, meat market, grocery store, delicatessen, which would require food establishment licenses if operated separately, shall be located on the same premises, the license fee shall be an additional $30.00 for each such facility in addition to the $180.00 for the first such facility. 7. (2) Packaged Food Establishments. The annual license fee for each packaged food establishment shall be $72.00. Itinerant Food Establishments. The license fee for each itinerant food establishment shall be $72.00. (4) Retail Candy Shop License. The annual license fee for retail candy shop shall be $72.00 provided, further that if the candy shop is operated in conjunction with another facility, as provided in Section 13-803(1), the retail candy shop shall be an extra facility and a charge of • $24.00 be added to the basic cost of the food establishment license. (3) (5) Retail Candy Outlet License. The annual fee for a retail candy outlet shall be • $24,00 provided, further that if the retail candy outlet is operated in conjunction with another facility requiring licensing under this ordinance, the retail candy outlet shall not be required to obtain a license. (6) Readily -Perishable Food Vehicles. The •annual license fee for each readily -perishable food vehicle shall be $36.00 per vehicle for such vehicles not licensed under Section 13-803(7) fleet vehicles. (7) Readily -Perishable Food Vehicles - Fleet License. The annual license fee for a fleet of one or more readily - perishable food vehicles shall be $120.00. (8) Bakery Food Vehicle License Fee. The annual license fee for each bakery food vehicle shall be $36.00 per bakery food vehicle. (9) Catering Food Vehicle License ree. The annual license fee 'for catering food vehicles shall be $120.00 each vehicle owned or operated by the licensee in the City of St. Louis Park. FOOD VENDING MACHINES Section 13-913. License Fee. The annual license fee for the license herein required is fixed as follows: (1) For each vending machine dispensing food in a wrapped package or sealed bottle or container, $20.00 per annum for the first machine at one location ano $6.00 for each additional machine at the same location. (2) For each vending machine dispensing readily perishable food or food in an open container 30.00 for the'first machine at one location and $18.00 for each additional machine at the (3) same location. For each bulk vending machine dispensing food and non-food oroducts and with eight or fewer units fastened on a single stand stall be $3').00 and $6.00 for each • additional unit (food and non-food) hyyc'na eight units. 8. SOFT DRINKS ;,ection 13-933. License Fee. The annual license fee for such license shall be $30.00. GARBAGE AND REFUSE Section 13-1004. License Fee and Term. The annual fee for such collector's license shall be -$120.00 for the first truck and $30.00 for each additional truck and all such licenses shall expire on December 31 of each year. SecLion 13-1005. Transfer of License Any license issued pursuant to this ordinance shall be transferred only upon application for such transfer in writing, conforming in all respects with the provisions of this ordinance governing the filing of an original application; and said application for transfer shall be accompanied by a transfer fee of $30.00. SCAVENGERS Section 13-1023. License Fee. The annual license fee for such license shall be $120.00. SWIMMING POOLS Section 13-1103. License Fees. (1) The license fee for a public swimming pool(s) operating on a year-round basis shall be $180.00 for all such facilities at each location. (2) The license fee for a public swimming pool(s) operating on a 'seasonalbasis shall be $120.00 for all such facilities at each location. GASOLINE SERVICE STATIONS Section 13-1313. License Fees. The annual license fee shall be: (1) (2) $180.00 for each gasoline service station, plus $10.00 for the second and each additional fuel pump. $60.00 for each private fuel outlet, plus for the second and each additional fuel pump. 9. $10.00 PAWN BROKERS Section 13-1323. License Fee . The annual license fee for any license issued under this ordinance shall be $290.00. AUCTIONS AND ESTATE SALES Section 13-1329.103. Fees. (a) The annual auction license fee shall be $60.00. (b) The annual estate sale license shall be $60.00 _. (c) Applicants for either auction sale license or estate sale license shall further pay a non-refundable investigation fee of $30.00 with the first application. PEDDLER, SOLICITORS Section 13-1334. Annual Registration Fee. At the time of submitting information as required by Section 13-1333 and annually on or before each January 1 thereafter, as long as he engages in activities which require him to submit information under Section 13-1333, the peddler, solicitor or transient merchant shall also pay, unless constitutionally exempted, a registration fee of $30.00 provided that any charitable, benevolent, philanthropic, patriotic, religious, social service, welfare, educational or eleemosynary organization not be required to pay the registration fee. TAXIDERMY Stiction 13-1404. License Fee. The annual license fee for the business of taxidermy shall be $120.00 for each business location. CHRISTMAS TREE SALES Section 13-1342. License Fee. The annual fee for such license shall be $60.00. TAXI CABS Section 13-1446. License Fees for Certificate Holders. No certificate shall be issued or continued in operation unless the holder thereof has paid an annual license fee for the right to engage in the taxicab business of$120.00 each year plus $30.00 each year tor each vehicle operated under a certificate of public convenience and necessity. Saic license fees shall be for the calendar year and shall be in addition to any other license fees or charges established by proper authority and applicable to said holder of the vehicle or vehicles under his operation and control. 10. TAXI DRIVERS Section 13-1450. Application for Drivers License. Each application shall be accompanied by a certificate from a reputable physician of Hennepin County certifying that in his opinion, the applicant is not afflicted with any disease or infirmity which might make him an unsafe or unsatisfactory driver. At the time the original application is filed, the applicant shall pay an investigation fee to the City Treasurer in the sum of $35.00. This fee shall not be refundable. Section 13-1454. Issuance of License -Duration -Annual Fee. Upon receipt for a $15 license fee and approval of an application for a taxicab driver's license,_ the City Manager shall issue a license to the applicant which shall bear the name, address, age, signature and photograph of the applicant. Such license shall be in effect for the remainder of the calendar year. A license for every -calendar year thereafter shall be issued upon the payment of $15 unless the license for the preceding year has been revoked. TOW LNG Section T3-1478. Fees. The annual license fee shall be $120.00. The annual driver permit fee shall be 115.00. HOTELS, MOTELS, LODGING AND BOARDING HOUSES Section 13-1482. Required' License Fees. The annual license fee for hotels, lodging houses and boarding houses shall be as follows: (1) Hotels (and motels): 1-50 rooms plus 51 rooms and over (per room) . $120.00 1.50 (2) Lodging house per location 60.00 (3) Boarding house per location 60.00. If a boarding house -is required to have a food establishment license, the boarding house license fee shall be 2 of the required fee under this Section. TREE MAINTENANCE/REMOVAL/TREATMENT Section 13-1491. License Fee. The annual license fee for such business shall be $60'.00. - OUTDOOR RETAIL SALES Section 13-1502. License Fee. The license fee. shall be $60.00 for each day for which the 1'i cense- i s issued'. -11- GAMBLING DEVICES Section 13-1603. License Fees. The applicant shall pay a license fee on either a single event or annual basis. The fee for a single paddlewheel, tipboard or raffle event shall be $30 each; the annual fee for a paddlewheel, tipboard or raffle shall be $120 each. SPECIAL PERMITS Section 14-215. Special Permits. Variances. No application for a variance from the provisions of the St. Louis Park Zoning Ordinance as amended, shall be filed until the applicant shall have paid to the City Treasurer the sum of 1120.00 except for properties that are one -family detached dwellings which shall pay the sum of $80.00. SUBDIVISIONS Section le -303. Procedure. (2)(ii) Filing Fee. A fee of 1120 plus 525 for each lot in excess of four in the R-1, k-2, R-3 District not to exceed $1,200 or $360 plus $55 for each acre in excess of four in any other district not to exceed $2,400. 12. 1 Section -15-243. Deleted. -BUII DING MOVING RESIDENTIAL Section 15-315. Fee. -The fee for the -inspection and certificate of health and safety compliance of a single or two-family dwelling unit shall be 130:00. ,APARTMENT, BUILDINGS "Sectionl5-328. Schedule of Fees . ,At the time of application for _the license or`for license renewal required by this Section, the City shall collect the appropriate license fee and inspect- ion -fee in accordance with -the following_schedule. Except as provided for the transfer of license, no refund of license and inspection fees shall be made to those dis- continuing operation or who sell, transfer, give away, or otherwise dispose of a license building to another person. In the event it is determined by the Director of Inspectional Services that an ap- plication must be denied due to legal restrictions that prohibit the issueance of the license, the applicant's tendered fees will be returned. The Director of Inspectional Services shall review the fee schedule annually and recommend changes as he deems appropriate to the City Council. If the application is made after July 1 of the even numbered years, the fee shall be 50% of the fee otherwise due. Section 3. This ordinance shall take effect 15 days after its publication.
