ORDINANCE NO. 1455
AN EMERGENCY ORDINANCE AUTHORIZING THE CITY MANAGER TO ENTER
INTO A CONTRACT FOR WORK TO BE UNDERTAKEN BY THE CITY IN
EXCESS OF $5,000 WITHOUT ADVERTISING FOR BIDS FOR INSTALLA-
TION OF FIRE EXITS AND THE REPLACEMENT OF WINDOWS IN THE
PRESCHOOL AT THE LENOX COMMUNITY CENTER
THE CITY OF ST. LOUIS PARK DOES ORDAIN:
Section 1. The City Council hereby declares that the emergency hereinafter
defined exists and that an emergency ordinance is necessary for the immediate
preservation of the public peace, health, morals, safety or welfare in accordance
with Sections 3.05, 3.06, 3.08 and 5.06 of the Charter of the City of St. Louis
Park
Section 2. The City Council hereby finds and determines the following
facts and declares the existence of an emergency as follows:
1) The City's fire inspector has reviewed the condition of the
preschool facilities at the Lenox Community Center.
2) Said examination determined that the installation of
emergency fire exits is needed for the life safety of the
occupants.
3) The State license of the preschool is in jeopardy until
this situation is changed.
4) The preschool provides a vital public service to the
community and discontinuing its operation could cause an
immediate hardship for citizens of St. Louis Park.
5) Installation of the fire exits will require the removal of
sections of the windows in the preschool rooms.
6) Replacement of these windows had been previously scheduled.
7) The City Manager has determined that the most economically
feasible procedure would be the installation of the fire
exits and replacement of the windows at the same time.
8) That the lack of emergency fire exits in the Lenox Preschool
constitutes a health and safety hazard and makes necessary
the immediate letting of a contract for the resolution of
this problem, there being insufficient time for ;ne usual
advertising for bids in the manner required by Ch:rter.

9) The City Council hereby declares that an emergency exists
in connection with such fire exits, justifying and requiring
that this ordinance upon its passage on the date hereof shall
become effective immediately without publication, to remove
the hazard to the health of the public as hereinbefore described.
Section 3. The City Manager is hereby authorized to negotiate a contract
for the installation of fire exits and replacement of windows hereinbefore
described, and the Mayor and City Manager are hereby authorized on behalf of
the City to execute all necessary instruments for such materials, equipment
and construction work as may be necessary.
Section 4. This ordinance shall take effect immediately upon its passage,
without publication, on the date hereof.
