ORDINANCE NO. 1391
AN ORDINANCE RELATING TO LICENSE FEES FOR PORTABLE RESTROOMS,
AMENDING SECTION 13-1132 OF THE ST. LOUIS PARK ORDINANCE CODE.
THE CITY COUNCIL OF ST. LOUIS PARK DOES ORDAIN:
Sec. 1. The St. Louis Park Ordinance Code, Section 13-1132(2) is amended
to read as follows:

(9) Public Exercise Room shall mean a public facility designed
and used for the purpose of exercising.
(10) Public Portable Rest Room shall mean a public facility designed
to be easily portable and equipped with a minimum of a riser
and seat with a collecting device.
Section 13-1131. License Required.
(1) Public Steam Bath, Public Heat Bathing Room, Public Suntanninq
Room. No person shall own, operate, maintain, lease or be
responsible for any public steam baths public heating bathing
room or public suntanning room as defined in this ordinance,
unless a license therefore, issued pursuant to this ordinance,
shall have been obtained from the City Manager.
(2) Public Portable Rest Rooms. No person shall own, operate, main-
tain, lease or rent to any other person; or in any way provide
or service a public portable rest room within the corporate
limits of the City of St. Louis Park unless a license, issued
pursuant to this ordinance, shall have been obtained from
the City Manager.
Section 13-1132. License Fees.
(1) Steam Bath, Heat Bathing Room and Suntanninq Room. The annual
•license fee for a public steam bath(s), a public heat bathing
room(s) and/or public suntanning room(s) shall be $50.00 for
all such public facilities at each location.
(2) Public Portable Rest Rooms. The annual license fee for each
person required to be licensed under Section 13-1131(2)
shall be $10 per location, or upon payment of a fee of $75
annually, an applicant can receive a license to operate an
unlimited number of portable rest rooms.

Section 13-1133. Combination License Fees. In the event that any one
person shall be required at several locations on a single contiguous
tract of land to have two or more licenses required by Section 13-1131(1)
the combination fee shall be computed by adding to the first license
fee required one half the specified fee for such additional licenses
as may be required.

Sec. 2. Penalty. Any person violating the provisions of this ordinance
shall be guilty of a misdemeanor and upon conviction, shall be punished by a
fine of not more than $300 or by imprisonment for a period not to exceed 90
days or both.
Sec. 3. Effective date. This ordinance shall take effect 15 days after
its publication.

has full knowledge of the facts herein stated as follows (1) Said newspaper is printed in the
English language in newspaper format and in column and sheet form equivalent In printed
space to at least 900 square inches (2) Said newspaper is a weekly and is distributed at least
once each week (3) Said newspaper has 50% of its news columns devoted to news of local
interest to the community which it purports to serve and does not wholly duplicate any other
publication and is not made up entirely of patents, plate matter and advertisements (4) Said
newspaper is circulated in and near the municipality which it purports to serve, has at least
500 copies regularly delivered to paying subscribers, has an average of at least 75% of its total
circulation currently paid or no more than three months in arrears and has entry as second class
matter in its local post•office (5) Said newspaper purports to serve the City of St Louis Park,
Golden Valley School District No 275 and Robbinsdale School District No 281 in the County
of Hennepin and it has its known office of issue in the City of Bloomington in said county,
established and open during its regular business hours for the gathering of news. sale of
advertisements and sale of subscriptions and maintained by the managing officer of said
newspaper or persons in its employ and subject to his direction and control during all such
regular business hours and devoted exclusively during such regular business hours and at which
said newspaper is printed (6) Said newspaper files a copy of each issue immediately with the
State Historical Society (7) Said newspaper is made available at single or subscription prices
to any person, corporation, partnership or other unincorporated association requesting the
newspaper and making the applicable payment (8) Said newspapei has complied with all
foregoing conditions for at least one year preceding the day or dates of publication mentioned
below (9) Said newspaper has filed with the Secretary of State of Minnesota prior to January
1, 1966 and each January 1 thereafter an affidavit in the form prescribed by the Secretary of
State and signed by the managing officer of said newspaper and sworn to before a notary
public stating that the newspaper is a legal newspaper
