ORDINANCE NO. 1295
AN ORDINANCE RELATING TO BOND AND INSURANCE
REQUIREMENTS FOR VARIOUS LICENSES AND PERMITS;
AMENDING THE ST. LOUIS PARK ORDINANCE CODE,
SECTIONS 2:303, 2:452 2:944, 5:1053; REPEALING
SECTIONS 2:208, 2:406, 2:1004, 2:11103 2:1304,
2:1406, 2:1704, 2:2306, 2:2405, 2:2704 , 2:2729,
2:980.03, 2:980.05, 2:1625.09, 2:2078, 1:616(a),
1:616(b), 1:618, 1:630 AND 2:950,
THE CITY OF ST. LOUIS PARK DOES ORDAIN:
Section 1. The St. Louis Park Ordinance Code is amended by adding
sections to read:
Section 2:21.1 Insurance Required. Applicants for the licenses or
permits listed in this section shall maintain in effect the type of insurance
indicated.

On all required liability insurance, the city shall be named as an additional
insured in the policy. The policy shall provide that the coverage may not be
terminated by the insurer except upon ten days' written notice to the city clerk,
and if such insurance is terminated and the applicant shall fail to replace the
same with another policy conforming to the requirements of this section, the
license shall be automatically suspended until the insurance has been replaced.
Section 2:21.2. Limits for all liability insurance shall be $100,000 for
bodily injury or death of any one person, in the sum of $300,000 for two or more
persons for the same accident or occurrence, and $50,000 for damage to property.
The limits of liability may be provided in part by an umbrella excess liability
form.

Section 2:21.3. General liability insurance shall be written under the
Comprehensive General Liability form. Automobile Liability insurance shall be
written in the Comprehensive form, including coverage for all owned, hired and
non -owned autos.
Section 2:21.4. Approval of the insurance by the city shall not in any way
relieve or decrease the liability of the applicant, and it is expressly understood
that the city does not in any way represent that the specified insurance or limits
of liability are sufficient or adequate to protect the applicant's interests or
liabilities.
Section 2:21.5. The applicant shall deliver to the city certificates of all
required insurance on a form specified by the city clerk, signed by an authorized
representative and stating that all provisions of the specified requirements have
been satisfied. The certificate shall be submitted directly to the city clerk for
review and approval by the city attorney prior to the issuance of the license.
Section 2:22. Bonds Required. Applicants for the licenses or permits listed
in this section shall maintain in effect bonds in the penal sums indicated.

All bonds shall be on a form prepared by the city and shall be approved by the
city attorney. All required bonds shall be in the penal sum specified and shall
be executed by a corporate surety. The bonds shall be conditioned that the
applicant will comply with all laws, ordinances and regulations, will pay all
fees and fines, and will hold the city harmless from any damage that may result
from the operations of the applicant.
Section 2. The St, Louis Park Ordinance Code, Section 2:303, is amended to
read:
Section 2:303. License. No person shall engage in the business of erecting
signs, nor shall be entitled to a permit to erect a sign under this ordinance
unless licensed to do so by the City Manager. Such license may be granted by
the City Manager on written application to the City Clerk in such form as he
shall prescribe, and accompanied by an annual license fee of Fifty Dollars
($50.007 and may be terminated by the City Manager at any time for cause.
Section The St. Louis Park Ordinance Code, Section 2:452, is amended to
read:

Section 2:452. Application. Application for such license shall remade to the
City Manager upon such forms as he shall prescribe. Such application shall
contain the name of the person, if a partnership the names of the partners, and if
a corporation the names of the officers of such corporation; rhe place at which
amusement device is to be located together with the home address of all persons
listed in the application Ahd the type of amusement device to be used.
Section 4. The St. Louis Park Ordinance Code, Section 2:944, is amended to read:
Section 2:944. Application for License. Applications for such collector's
license shall be made in writing on forms provided by the City and shall be filed
with the City Clerk containing the following information: Name of business, owner's
name, number of vehicles to be used in City, description of vehicles as to physical
characteristics, year and name of manufacturer, approximate number of customers
served, schedule of charges which will be made for hauling, schedule of collection
routes, location of dumping area, telephone number where applicant can be
conveniently reached, statement that person making application is an owner or
officer of business and statement that applicant has paid all license fees and
taxes required.
Section 5. The St. Louis Park Ordinance Code, Section 5:1053, is amended to
read:
Section 5:1053. Security Requirement. An application hereunder shall be
accompanied by a cash deposit in rhe sum of $500.00 as an indemnity for any
damage which the City may sustain by reason of damage or injury to any highway,
street or alley, sidewalk, fire hydrant or other property of the City, which
may be caused by or be incidental to the removal of any building over, along or
across any street in the City, and for any expense incurred by the City under
Subdivision (2) of Section 5:1056,
Section 6. Sections 2:208, 2:406, 2:1004, 2:1103, 2:1304, 2:1406, 2:1704,
2:2306, 2:2405, 2:2704, 2:2729, 2:980.03, 2:980.05, 2:1625.09, 2:2078, 1:616(a),
1:616(b), 1:618, 1:630 and 2:950 of the St. Louis Park Ordinance Code are repealed.
Section 7. Penalty. Any person violating the provisions of this ordinance
shall be guilty of a misdemeanor and upon conviction thereof shall be punished by
a fine of not more than $300.00, by imprisonment for not more than 90 days, or
both.
Section 8. Effective Date. This ordinance shall take effect 15 days after
its publication.

has full knowledge of the facts herein stated as follows (1) Said newspaper is printed in the
English language in newspaper format and in column and sheet form equivalent in printed
space to at least 900 square inches (2) Said newspaper is a weekly and is distributed at least
once each week (3) Said newspaper has 50% of its news columns devoted to news of local
interest to the community which it purports to serve and does not wholly duplicate any other
publication and is not made up entirely of patents, plate matter and advertisements (4) Said
newspaper is circulated in and near the municipality which it purports to serve, has at least
500 copies regularly delivered to paying subscribers, has an average of at least 75% of its total
circulation currently paid or no more than three months in arrears and has entry as second-class
matter in its local post -office (5) Said newspaper purports to serve the City of St Louis Park,
Golden Valley School District No 275 and Robbinsdale School District No 281 in the County
of Hennepin and it has its known office of issue in the City of Bloomington in said county,
established and open during its regular business hours for the gathering of news, sale of
advertisements and sale of subscriptions and maintained by the managing officer or persons
in its employ and subject to his direction and control during all such regular business hours
and devoted exclusively during such regular business hours to the business of the news-
paper and business related thereto (8) Said newspaper files a copy of each issue immediately
with the State Historical Society (7) Said newspaper has complied with all the foregoing conditions
for at least two years preceding the day or dates of publication mentioned below (8) Said
newspaper has filed with the Secretary of State of Minnesota prior to January 1, 1968 and each
January 1 thereafter an affidavit in the form prescribed by the Secretary of State and signed
by the publisher of said newspaper and sworn to before a notary public stating that the newspaper
